The 74 - Linda Jacobson | : Biden Budget Plan Includes $8B to Put Learning Recovery on a ‘Faster Track’ - With districts bracing for the expiration of federal relief funds this year, the Biden administration on Monday proposed a new $8 billion grant program to sustain successful programs helping students recover from pandemic learning loss. The proposed Academic Acceleration and Achievement Grants, part of the administration’s $7.3 trillion budget plan for fiscal year 2025, would target three strategies Education Secretary Miguel Cardona highlighted in January — addressing chronic absenteeism, offering high-impact tutoring and extending learning afterschool and during the summer.
The Sylva Herald - Lauren Corcoran | March 13, 2024: School security, including 100 cameras, part of grant - Deputy School Superintendent Jake Buchanan presented the Jackson County Board of Education on Feb. 27 with a plan for more than 100 new security cameras installed in county schools. A grant for school security was awarded to Jackson County by the N.C. Department of Public Instruction. The grant equals $278,410, which the school system will apply in several different ways.
Safety initiatives - The N.C. General Assembly has designated $35 million to the funding of school safety grants. Operated by the N.C. Department of Public Instructions, $26.9 million was given to public school districts and over $8 million was given to state charter schools.

Here are the priorities approved by the Board last month:
$4.5 million to continue funding efforts to transform schools designated as low performing.
A joint ask with the N.C. Department of Health and Human Services around evidence-based prevention and early intervention that addresses topics Secretary Kody Kinsley and his team presented to the State Board on Jan. 31. to be finalized by Board leadership with NC DHHS.
Support DPI’s efforts for a statewide policy framework for math that includes an early math screener and professional development for elementary math teachers.
Support for DPI’s efforts to expand Read to Achieve professional development to middle grades teachers.
The expansion of early literacy screener contract from K-3 to include fourth and fifth grades.

On October 7, 2021, the North Carolina State Board of Education approved the Literacy Instruction Standards (LIS) as outlined in Section V of SB 387: Excellent Public Schools Act of 2021. The LIS serve as a framework for the development and alignment of curriculum and instruction for all public schools. These standards are defined as a level of quality and equity to be used consistently within core literacy instruction statewide. While the NC Standard Course of Study (NCSCOS) sets student expectations, the LIS and their associated instructional practices set expectations for teaching literacy. The LIS are organized by grade-band and can be used to ensure that all teachers across North Carolina have a common understanding and delivery of literacy instruction.
While the LIS have been developed by grade bands, they should be used in tandem with appropriate grade-level texts of increasing complexity in order for students to fully meet the demands of the NCSCOS. This LIS framework does not indicate an exhaustive list of literacy instruction practices and may not fully capture all instructional practices that have the potential to positively impact students’ literacy achievement in K-12. New literacy research could modify and/or add to the instructional practices listed.

The 2024 RISE Back to School Safety Summit – the Center for Safer Schools’ signature event – will be held in Wilmington from Monday, July 29-Friday, Aug. 2.

The Office of Learning Recovery and Acceleration has just released a Grant Sustainability guide that is designed to support districts and schools in navigating the landscape of available funding opportunities following the Elementary and Secondary School Emergency Relief (ESSER) program.
This guide aims to empower program leaders by offering insights into various grants that can sustain and bolster initiatives initially funded through ESSER. Through clear, accessible information and curated links to relevant resources, this guide equips educators with the knowledge and tools necessary to identify suitable funding avenues and maximize the impact of their programs. Moreover, it provides practical examples illustrating how these grants can be strategically utilized to ensure the continuity of programming.
