Purpose: To foster safer, more inclusive school environments as well as support evidence-based practices intended to increase attendance and engagement of students, especially those in middle grades and high school.
Who: Only open to organizations who are currently receiving 21st CCLC funds (Cohort 15 and Cohort 16 subgrantees)
Submit in CCIP: Once you have drafted your proposal, all information (including Document uploads,) must be entered into the web-based grant management system
•Only proposals submitted through CCIP as at least “Draft Completed” by 12:00 p.m. NOON EDT, October 31, 2023 will be reviewed/evaluated
•Once an application is submitted, no changes can be made to the proposal

What is the N.C. Youth Outdoor Engagement Commission’s Go Outside (GO) Grant?
The N.C. Youth Outdoor Engagement Commission provides outdoor learning opportunities for youth across the state of North Carolina. This state-wide grant program directly supports the construction of outdoor learning facilities and experiential learning trips and programs.
What organizations are eligible to apply for a GO Grant? Eligible organizations must qualify as either a North Carolina K-12 school, or nonprofit organization as follows:
- North Carolina K-12 School: A public, private, or charter school, Homeschool Association, or children’s homes based in North Carolina.
- Nonprofit Organization A nonprofit organization with tax-exempt status under section 501(c)(3) of the Internal Revenue Code. Organizations must have the ability to adopt the Commission’s branding as part of their grant.

Digital Teaching and Learning Grants Available for 2024 - 2025
These competitive grants are intended to support North Carolina districts and schools as they address challenges, harness opportunities and leverage resources for digital-age teaching and learning.
The window for the request for proposals for the grants opened December 7, 2023 and will close with a March 4, 2024 deadline.

In response to the upcoming ESSER funding cliff, the Office of Learning Recovery and Acceleration at NCDPI will be hosting 10 regional workshops in February 2024 focused on new student outcome datasets and utilizing the ESSER Funding Cliff Toolkit. The purpose of these sessions is to provide PSU leaders with relevant information and data around ESSER expenditures and student outcomes as well as resources to understand which ESSER investments were most effective. Session participants will leave with an understanding of how to use a data-driven approach to evaluate investments and make sound budgeting decisions beyond September 2024. Review the draft agenda for more information about sessions and schedule.
Due to site capacity and funding, these sessions are limited to 6 attendees per district and 3 attendees per charter school. Please work with your district or school leaders to assemble a team of key decision makers around ESSER and budgeting. We suggest including at least the CFO, the Federal Programs Director, and Superintendent or designee.

Register Now: Summer Shift Convening hosted by OLR and OEL
With support from the District Summer Learning Network (DSLN), The Office of Learning Recovery (OLR) and the Office of Early Learning (OEL) will host a summer learning transformation convening titled Summer Shift: Redefining Summer Learning on March 7th in Chapel Hill, NC and March 8th in Cullowhee, NC. We will offer two session tracks.
Track One will include sessions that allow PSUs to dive deeper into current national and state-level research on summer learning and how to leverage research to enhance summer learning experiences. Topics of interest will include secondary student engagement and participation, summer learning design principles, and NC-specific summer learning research to practice sessions.
Track Two will focus on the required Read to Achieve (RtA) summer reading camps. The focus of these sessions will help PSUs transform their reading camps into engaging and exciting camps while aligning with legislated requirements. Topics of interest will include district exemplars of engaging programming, utilizing data to customize camps, and strategies to increase attendance and engagement.
We encourage district or site-level summer learning coordinators to attend. Register to attend the event using this registration form. Participation is limited to 60 in the West and 80 in the East. Travel assistance is available.
2023 YoY Report
The 2023 Year-Over-Year State Analysis Report indicates further progress toward the recovery thresholds, meaning that North Carolina schools are steadily continuing to recover from the pandemic with gains virtually across all grades and subjects. Two of 16 standardized assessments (EOG Reading Grade 3 and EOC English II) already show gains above the recovery thresholds.
On average, the data shows that North Carolina schools are showing signs of academic recovery in nearly every subject – with the strongest gains measured in EOG Reading Grade 3. Notable gains are also found in reading and math for grades 3-5 and science grade 5.
NCDPI Rethink Ed Content Update
Using Rethink Education FREE K-8 Content to support Remote Learning Days
Winter weather is here, and that means school closings and online learning days. Rethink content is here to help with that. Our content has been developed for Kindergarten through 8th grade in all four core subject areas. Each lesson includes vocabulary, a lesson guide for students to take notes on, content videos, an activity, and a short formative assessment. Your online learning planning is already done for you.
The best part is that it is FREE! Entire courses have been created for K-8 for the four core subject areas, English Language Arts, Math, Science, and Social Studies. Use the whole course or pick and choose the lessons you need for online learning.

PRC 189 Surveys Now Live!
The PRC 189 surveys are now available for distribution.
The End of Program Survey is a required survey. Each site should submit a survey.
For example, if you are running PRC 189 funded programs at three sites in your district you should have the administrators/coordinators/leaders of each program site complete the survey. Please refer to this guidance document to review the survey questions.
The End of Program Student Survey is optional. This survey can be distributed to the students who participate in the program at the end of the program. Please refer to this guidance document to review the survey questions.
Both surveys will close on June 30, 2024.

Preparation for ESSER II Audits: PRC 176 and PRC 177
During the week of October 16th, points of contact (PoC) for PRC 176 and/or PRC 177 should have received an email from the OLR team's email, olr-esser-support@dpi.nc.gov. In preparation for potential ESSER II audits, the OLR wants to give PSUs the opportunity to review their PRC plans to ensure they align with the actual activities funded through these PRC(s). The plans were included with the email.
We ask that PSUs review their plan following the process outlined in the Application Amendment Process for PRC 176 and 177 and retroactively submit application amendments in CCIP as needed. If you have questions about this process OR if you did not receive the email and are the PoC for PRC 176 and/or PRC 177, please reach out to the OLR team at the team email: olr-esser-support@dpi.nc.gov.
Please ensure that if you make amendments to your PRC 176 or 177 plans using the Create Comment feature that you alert the assigned program administrator at OLR via email so that they can review and acknowledge the amendment.
