NCDPI's Office of Academic Standards serves as the authoritative source for the review, revision, and support for the implementation of state content standards in the North Carolina Standard Course of Study (SCOS).
During the 2023 - 2024 school year, three content areas (Arts Education, Guidance, and World Languages) will be in the revision phase as outlined on pages 11 - 23 in the North Carolina SCOS Internal Procedures Manual.

North Carolina State Board of Education policy specifies that the NC Department of Public Instruction (NCDPI) will formally collect feedback on the draft revised standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, and other education agencies. The purpose of this survey is to obtain input from educators and stakeholders familiar with the Arts Education Standard Course of Study in order to inform revision decisions.
The NCDPI Arts Education Team requests your thoughtful input and comments on Draft 2 of the revised academic standards for Arts Education using the general feedback survey, which is also accessible with the QR code.
This survey is estimated to take about 10-20 minutes to complete. We thank you for your time and input. Your feedback is extremely valuable to the Arts Education standards revision process.
Arts Education Standard Course of Study Review - Draft 2
We are excited to announce the Standards Writing Teams have released their second draft of the new Standard Course of Study for K-12 Dance, K-12 Music and Vocal and Instrumental Music, K-12 Theatre Arts and Technical Theatre, and K-12 Visual Arts. Now, they need your feedback! You will notice some significant structural changes to the standards, which are reviewed below.
Structural Changes
ALL four arts disciplines are now aligned to the National Arts Standards strands of Connect, Create, Present, and Respond. It is our sincere hope that aligning these strands across arts disciplines will provide the opportunity for higher quality professional development and cross-curricular support.
To remove confusion about the “Proficient” level of our proficiency based standards, we have aligned with the National Standards by renaming this level “Accomplished.”
In Theatre Arts, Technical Theatre Courses have been added in both non-honors and honors levels.
Music has had significant changes, with K-8 General Music standards being extended into high school in both non-honors and honors levels. These standards will support courses like general music, music appreciation, songwriting, digital music production, and other non-instrument-based explorations of music.
Five proficiency levels of Vocal and Instrumental Music have been created for students exploring band, choir, orchestra, piano, ukulele, guitar, or other instruments and ensembles. These have been created to meet the needs of students wherever they are - even if they are beginning the trumpet as a junior in high school.
Survey Guidance
This is the All-Stakeholder Survey. All North Carolinians are encouraged to provide feedback on the second draft of the revised Arts Standards through this survey. There is no separate Public School Unit (PSU) survey for draft two.
In this survey you will be asked the following 11 questions:
- The standards are clear statements of what the student should be able to do or understand.
- The standards are written at an academic level of rigor appropriate for the grade level.
- The standards demonstrate appropriate depth and complexity.
- The standards are written clearly and concisely for a variety of audiences (parents, teachers, community members, students, etc.).
- The standards are impartial and free of discrimination on the basis of gender, ethnicity, and/or disability.
- The standards are free of language that might be culturally insensitive.
- The standards are free of ambiguity and confusion.
- The standards are observable and measurable.
- The standards cover the important content and knowledge of the content area.
- The standards progress appropriately across grades and/or courses.

Next Steps
Once the survey closes on Sunday, March 31st the raw data is organized and analyzed by DPI’s Office of Learning Recovery and Acceleration. Once the data is analyzed, the Data Review Committee will make recommendations based on the survey data before the Standards Writing Team makes their final revisions and presents the newly proposed Arts Education Standard Course of Study to the State Board of Education this summer.
Newly Updated Procedures Manual!
During the April 2023 State Board of Education (SBE) meeting, several updates and changes were approved for the North Carolina SCOS Internal Procedures Manual.
Please replace any saved copies or hyperlinks with the new version, and make a note of where to find details for each of the phases:

Review Phase: 2022 - 2023
- Surveys for individual stakeholders and for local PSU teams
- Regional focus groups
- Interviews
- Research about policies, legislation, best practices, other standards, educational research, and trends from business/industry
- Data Review Committee (DRC)
- State Board of Education (SBE) approval to move to Revision
Revision Phase: 2023 - 2024
- Standards Writing Team (SWT)
Note: Individuals cannot serve on both the DRC and the SWT.
- SWT creates Draft 1 of new standards and Standard-by-Standard surveys used for feedback
- DRC compiles feedback for SWT
- SWT creates Draft 2 and general feedback survey used for input
- DRC compiles feedback for SWT
- SWT creates Draft 3 to present to SBE for discussion and approval
Installation Phase: 2024 - 2025
- New standards provided to all stakeholders
- NCDPI prepares statewide professional development
- PSUs develop plans for rollout of new standards in local curriculum
Initial Implementation Phase: 2025 - 2026
- New standards used in all K-12 classrooms
- PSU rollout of local training and curriculum writing
- NCDPI facilitates statewide training with materials and support documents for new standards
Full Implementation Phase: 2026 - 2027 and beyond
- Professional development at state and local levels expanded and shared with lessons learned
- NCDPI and PSUs collaborate to identify and address needs
- Annual needs assessment survey deployed to collect data on implementation and future needs
