Revision Phase Progress
Draft 1 Changes Reviewed with Surveys for DRC Analysis
The NCDPI World Languages team appreciates everyone who submitted a Standard-by-Standard survey and provided their input and comments on Draft 1 of the proposed K-12 World Language academic standards, which included the following changes:
- Streamlined structure using the ACTFL World-Readiness Standards for Learning Languages for three standards and two strands, instead of the current configuration of four standards and three strands;
- Clearer and more concise wording of objectives drawing on the NCSSFL-ACTFL Can-Do Statements to decrease redundancies, duplications, and overall length as shown in the comparison chart below; and an
- Additional proficiency level, Advanced High, to accommodate student proficiency outcomes that reflect increased rigor and expectations.
Details about the Draft 1 changes were also shared during the Foreign Language Association of North Carolina or FLANC Fall Conference as part of the DPI Updates on Standards Revision, State Policies, and Global Collaborations sessions. Please see slides 3 - 9 for information about Draft 1 revisions.

SWT Working to Create Draft 2
The Draft 1 data from both surveys, the All Stakeholders for Individuals and the Public School Units (PSUs) for Groups, was compiled by NCDPI's Office of Learning Recovery (OLR) and analyzed by the World Languages Data Review Committee (DRC) when they met during the last week in November. The DRC completed a Data Report for Draft 1 with recommendations to inform Draft 2, which were shared with the Standards Writing Team (SWT) to to consider changes, clarifications, additions, deletions, or replacements to the Draft 1 standards, strands, and objectives.
The World Languages SWT met virtually in mid-December to begin work on Draft 2 that will include updated proficiency outcome charts for all K-12 World Language programs: Classical Languages, Dual & Heritage Languages, and Modern Languages. Draft 2 is on-track to be done in January so that it can be released publicly with the general feedback survey in February.
Standards Updates
Guidance Standards Approved as North Carolina Student Success Standards
In August 2022, the North Carolina Department of Public Instruction (NCDPI) Office of Academic Standards’ School Counseling Team kicked off the review phase for the K-12 Guidance Essential Standards using the NC Standard Course of Study Internal Procedures Manual in terms of process and timeline.
The School Counseling Data Review Committee (DRC) made a final recommendation to adopt the ASCA Student Standards as the new standards, and the State Board of Education voted at the December 2023 meeting to approve the DRC recommendation. The new standards will be called the North Carolina Student Success Standards. More information is to come with the timeline for shifting to these new state standards for school counselors during the 2024-2025 school year and beyond.
Healthful Living Draft 2 Standards Surveys due January 14
The NC Standard Course of Study Internal Procedures Manual specifies that NCDPI will formally collect feedback from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies on each draft of the revised K-12 Health and Physical Education Standards.
A survey has now been released to gather feedback on Draft 2 of the proposed 2023 K-12 Health and Physical Education Standards. The purpose of this survey is to obtain input from all stakeholders regarding the latest revisions and to inform any additional changes, clarifications, additions, deletions, or replacements to the draft standards.
Draft versions of the standards are linked within each survey below. Feedback is extremely valuable to the Healthful Living standards revision process. Feel free to submit your input and/or share these links:
Both Draft 2 surveys will close on Sunday, January 14, 2024.
