Monthly Standards Update
In April 2023, the NCDPI ELA Team began review of the current 2017 ELA Standard Course of Study (SCOS). In an effort to keep stakeholders informed during the Review Phase, the NCDPI ELA Team will provide monthly standards updates that contain the latest announcements and current news regarding the ELA SCOS.
*Please note: Literacy Instruction Standards (LIS) monthly updates have been merged with this standards update to consolidate and streamline communication.
These updates will be sent every first Friday of the month.

ELA Standard Course of Study (SCOS) Updates
Data Collected & Being Processed
The NCDPI ELA Team would like to thank everyone who submitted a survey or participated in focus groups and interviews for their input and comments on the current K-12 ELA Standard Course of Study. The State Board of Education's threshold of 75% LEA participation was surpassed at 89.57%. All surveys closed on November 10th.
The data is being compiled by NCDPI's Office of Learning Recovery (OLR), so that it can be analyzed by the ELA Data Review Committee (DRC) when they meet in late January. The feedback from the surveys, focus groups, and interviews will inform Draft 1 of the proposed ELA Standards, which may include changes, clarifications, additions, deletions, or replacements to the current standards.
Data Review Committee (DRC) Applications Closed
The ELA Data Review Committee (DRC) application closed on November 30, 2023. Over 100 applications were submitted and will be reviewed as part of the screening and approval process. Applicants selected for the ELA DRC will represent classroom teachers, administrators, and higher education faculty members who will be able to provide varying perspectives and experiences regarding the current standards.
Planning is underway for the initial meeting of the DRC, which will be virtual. The DRC will analyze the data and research collected to make recommendations for revision to the K-12 ELA Standard Course of Study. These recommendations will be used by the ELA Standards Writing Team which will be convened later this school year.

LIS Form Review Complete and Feedback Sent
In December 2022, districts were required to complete a form regarding the measures taken by each LEA to implement the requirements regarding the Literacy Instruction Standards (LIS) and literacy implementation plan pursuant to SB387. As of November 9, 2023, NCDPI's review of these forms has been completed and returned to districts.
According to SB387, modifications shall be implemented into curriculum and instruction as soon as possible, and all modified curriculum and instruction shall be in place beginning with the 2024-2025 school year.

Coach's Corner
In lieu of the quarterly SCOOP for the 2023-2024 school year, the NCDPI ELA Team is excited to announce the Coach's Corner. The ELA Team partners with the ELA Consultative Committee (ELACC) to provide instructional leadership with this monthly newsletter to support implementation of the Literacy Instruction Standards (LIS). Each Coach's Corner will feature and highlight a component of the LIS. Issues could include applicable PLC activities to guide discussion and planning of the LIS, coaching frames to inspire teacher autonomy and ownership, and voices from the field that speak to the efficacy of the LIS in practice. Issue 5: Fluency
Fluency is found within the foundational skills in the ELA SCOS. The parallel use of reading rate, accuracy, prosody, and comprehension is a critical step when fostering students’ oral and silent reading fluency of increasingly complex texts (RF.1-5.5). While the 6-12 standards do not specifically address fluency, supporting fluency for secondary students may be needed to reduce roadblocks to content area learning.

Teaching the Craft of Writing PD
The NCDPI ELA Team invites teachers to participate in professional learning on Teaching the Craft of Writing. This one-day PD will be grounded in the Literacy Instruction Standards, ELA Standard Course of Study, current research, and the recommendations and guidance in the NCDPI ELA Team’s writing guidebook (to be released in January 2024). Collectively, participating teachers can use this learning to make informed and effective decisions when developing their vision for teaching writing.
Professional learning will be held face-to-face on the dates, times, and locations below. Participants are encouraged to bring a device.
