Sustainability Option for Summer Career Accelerator Programs: CTE Innovation Grant FY23-24
The Innovation Grant would be an excellent option for sustaining Career Accelerator Programs (PRC 177/188) and would allow you to run career accelerator programming during the regular school year. Following the passing of the 2023 Appropriations Act, there will be a FY2023-24 grant cycle for both the Education and Workforce Innovation Commission’s grants: the CTE Grade Expansion Grant and the Innovation Grant (previously known as EWIF).
The grant application is LIVE in CCIP and will close on December 22, 2023 at 5:00 pm. There will be no application extensions.
The Education and Workforce Innovation will work to score applications and will make recommendations to the North Carolina State Board of Education in February 2023. This schedule is tentative.

The Innovation Grant

Funding Availability: Grant awards will be capped at a maximum of $60,000 per applicant for the Innovation Grant. There is a 50% match for this grant. See the legislation for more information.

Eligible Organizations: Any charter school, public school unit, or a regional partnership of more than one public school units is eligible to apply to the Innovation Grant.

Reporting Requirements: Innovation Grant: no later than August 1, 2024
The Grade Expansion Program

Funding Availability: Grant awards will be capped at a maximum of $50,000 per applicant for the CTE Grade Expansion Program.

Eligible Organizations: Any charter school or public school unit is eligible to apply to the CTE Grade Expansion Grant.

Reporting Requirements: CTE Grade Expansion Program: no later than September 1, 2024
Both EWIC Grants
- Both grants will be on a one-year cycle for this cycle: 2023-2024

Review Process: The EWIC Commission will review all applications. Each application will be scored against the uploaded scoring rubrics by 3 EWIC Commissioners.

Preparation for ESSER II Audits: PRC 176 and PRC 177
During the week of October 16th, points of contact (PoC) for PRC 176 and/or PRC 177 should have received an email from the OLR team's email, olr-esser-support@dpi.nc.gov. In preparation for potential ESSER II audits, the OLR wants to give PSUs the opportunity to review their PRC plans to ensure they align with the actual activities funded through these PRC(s). The plans were included with the email.
We ask that PSUs review their plan following the process outlined in the Application Amendment Process for PRC 176 and 177 and retroactively submit application amendments in CCIP as needed. If you have questions about this process OR if you did not receive the email and are the PoC for PRC 176 and/or PRC 177, please reach out to the OLR team at the team email: olr-esser-support@dpi.nc.gov.
Please ensure that if you make amendments to your PRC 176 or 177 plans using the Create Comment feature that you alert the assigned program administrator at OLR via email so that they can review and acknowledge the amendment. Jay Johnson (jay.johnson@dpi.nc.gov) is covering the Western four regions of the state and Dr. Richard Lewis (richard.lewis@dpi.nc.gov) is covering the Eastern four regions of the state.
SparkNC Module Course Coding
Public School Units (PSUs) who are using SparkNC modules are to use the course code for local elective credit (96102X0) and title it locally as High-Tech Learning Accelerator.
- It is up to the PSU to determine how and when to schedule the course.
- When a student successfully completes enough modules to earn an elective credit, it is to be entered into the SIS as a “Pass” and will not count in a student’s GPA.
- It is up to the PSU to determine when the student has passed enough modules with sufficient rigor, breadth, and depth to earn a course credit. This may occur across grade-levels.

Funding Opportunity: After School Robotics and Plasma Games Competitve Grant Opportunities!
All PSUs are encouraged to read through the grant details. A few important notes about both:
- The grants are specific to the 2023-2024 school year and must be fully spent with all related purchases/services fully delivered by September 30th, 2024.
- Both grants are tied to remaining ESSER 3 funds, so there remains the need to connect to pandemic recovery.
- The grants are similar to ones from the previous budget, but each does have some changes. Please read the new budget details, guidelines and criteria closely. Let us know any questions you have about either grant opportunity.

Sustainability Spotlight
Montgomery County Schools utilizes an innovative funding strategy through which the district partnered with Research Associates prior to the Covid-19 Pandemic and has continued that partnership through the inclusion of ESSER funds, and the district will continue this partnership after the funds’ expiration. This approach has resulted in numerous innovative opportunities and partnerships throughout the district.
