Monthly Standards Update
In April 2023, the NCDPI ELA Team began review of the current 2017 ELA Standard Course of Study (SCOS). In an effort to keep stakeholders informed during the Review Phase, the NCDPI ELA Team will provide monthly standards updates that contain the latest announcements and current news regarding the ELA SCOS.
*Please note: Literacy Instruction Standards (LIS) monthly updates have been merged with this standards update to consolidate and streamline communication.
These updates will be sent every first Friday of the month.

ELA Standard Course of Study (SCOS) Update
Data Review Committee (DRC) Applications
Applications are open through Thursday, November 30th
DRC members review the data collected and compiled from Standard-by-Standard surveys, regional focus groups, and interviews, as well as research, policies, and legislation that pertain to English Language Arts (ELA).
*Note: The DRC analyzes the feedback and makes recommendations that help drive both the review and revision phases, so individuals chosen for the DRC cannot serve on the Standards Writing Team (SWT) that is convened during the revision phase.
Applications can be submitted through November 30, 2023. The ELA DRC will consist of a range of external stakeholders, including: K-12 educators, educational leaders, university professors, content professionals, experts from partner organizations, and community members. The DRC members will be chosen from across the state’s eight regions and represent varying perspectives and experiences regarding the current ELA Standard Course of Study.

All-Stakeholder Surveys: Standard-by-Standard and General
Surveys Close November 10, 2023
State Board of Education policy specifies that the NC Department of Public Instruction will formally collect feedback on the current standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies. The purpose of these surveys is to obtain input from educators and stakeholders familiar with the English Language Arts Standard Course of Study in order to inform revision decisions, which may include changes, clarifications, additions, deletions, or replacements to the current standards.
The English Language Arts team in the Office of Academic Standards requests your thoughtful input and comments on the current academic standards for English Language Arts to inform the review and revision process.
Any individual who wishes to provide input on the English Language Arts SCOS may complete these surveys. The surveys are estimated to take about 10-20 minutes to complete, depending on the survey and/or grade-band you choose. If you would like to give feedback on more than one grade-level, you can return and submit another survey.
Focus Groups
Focus groups are part of the standards review phase and will be conducted virtually to maximize participation from across the state and minimize disruptions to individuals' schedules. These online events are scheduled to run for up to 3 hours for each region and will be recorded to facilitate data collection.
Two representatives from each PSU will be designated to attend, and participants will earn a Certificate of Attendance for 3 contact hours. The NCDPI ELA Team will provide copies of the current standards to the focus group participants, so that they can review details in advance of the sessions. Focus groups will respond to a predetermined set of questions, which can be viewed on page 13 of the North Carolina SCOS Internal Procedures Manual.
Representatives need to be practicing English Language Arts educators who have experience implementing the North Carolina English Language Arts Standard Course of Study, as a classroom teacher, an instructional coach, a professional development coordinator or director, etc.

Literacy Instruction Standards (LIS) Update
Coach's Corner
In lieu of the quarterly SCOOP for the 2023-2024 school year, the NCDPI ELA Team is excited to announce the Coach's Corner. The ELA Team partners with the ELA Consultative Committee (ELACC) to provide instructional leadership with this monthly newsletter to support implementation of the Literacy Instruction Standards (LIS). Each Coach's Corner will feature and highlight a component of the LIS. Issues could include applicable PLC activities to guide discussion and planning of the LIS, coaching frames to inspire teacher autonomy and ownership, and voices from the field that speak to the efficacy of the LIS in practice. Issue 3: Phonics
Phonics is found in the reading foundational skills in the ELA SCOS. Core Phonics instruction spans from Kindergarten through 5th grade transitioning from letters and sounds to multisyllabic words and morphology. All students will continue to need instruction on phonics as they build their ability to complex words. In later grades, some students may need instruction on skills taught in previous grade levels.
