Office of Speaker Tim Moore - Press Release | Sept. 22, 2023 - North Carolina House Gives Final Approval to 2023 Appropriations Act - Today the NC House of Representatives gave final approval to the 2023 Appropriations Act in a bipartisan vote of 70-40.

- Average teacher pay will increase to $60,671 by 2024–25, which is on par with the state median household income.
- Starting teacher pay will increase by 11% to $41,000 in FY 2024–25.
- The Advanced Teaching Roles program will be expanded and provided $10.9 million on a recurring basis for salary supplements for teachers serving in advanced roles.
- An additional recurring appropriation of $30 million will be provided for the teacher supplement assistance program allotment. The total available for the state-funded allotment will now be $200 million annually.
- Cuts taxes by $1.2 billion for North Carolina families and businesses over the next two years.
- Accelerates the scheduled personal income tax cuts, dropping the rate to 4.5% in 2024 and down to 2.49% if certain revenue triggers are met.

Budget. The bill sets aside $11.5 billion in 2023-24 and $11.9 billion in 2024-25 for North Carolina public schools, marking the thirteenth consecutive year in which K-12 education budgets have increased.
Education Lottery. The bill allocates $931 million for North Carolina public schools in the first year and $935 million the second year, including $254 million the first year and $258 million the second year of the biennium — for the Needs-Based Public School Capital Fund.
Pay Raises
- State employees will receive a 7% over two years, with 4% in the first year.
- Teachers will receive on average a 7% raise over the next two years, although some raises could vary from 3.6% to 10.8% based on experience.
- Non-certified staff will get a raise of 7% over the next two years.
- School bus drivers will see a bonus supplement in addition to the 7% increase over two years. Bus drivers would earn an additional 2% on top of scheduled increases for a total raise of 9% over two years.

The U.S. Department of Education today recognized 353 schools as National Blue Ribbon Schools for 2023, including eight schools in North Carolina. The recognition is based on a school’s overall academic performance or progress in closing achievement gaps among student subgroups on assessments.
The North Carolina schools named as National Blue Ribbon Schools were:
- Charlotte – Jay M Robinson Middle School, Charlotte-Mecklenburg Schools.
- Concord – W. R. Odell Elementary School, Cabarrus County Schools.
- Fairview – Fairview Elementary School, Buncombe County Schools.
- Gastonia – Highland School of Technology, Gaston County Schools.
- Greensboro – Greensboro Academy, Greensboro Academy.
- Lucama – Lucama Elementary School, Wilson County Schools.
- Washington – Beaufort County Early College High School, Beaufort County Schools.
- Wilmington – Heyward C Bellamy Elementary School, New Hanover County Schools.
The Department recognizes all schools in one of two performance categories, based on all student scores, subgroup student scores and graduation rates:

Exemplary High-Performing Schools are among their state’s highest performing schools as measured by state assessments or nationally normed tests.

Exemplary Achievement Gap-Closing Schools are among their state’s highest performing schools in closing achievement gaps between a school’s student groups and all students. Nominated schools also complete an extensive narrative application describing their school culture and philosophy, curriculum, assessments, instructional practices, professional development, leadership structures, and parent and community involvement.
Up to 420 schools may be nominated each year. The Department invites nominations for the National Blue Ribbon Schools award from the top education official in all states, the District of Columbia, U.S. territories, the Department of Defense Education Activity, and the Bureau of Indian Education. Private schools are nominated by the Council for American Private Education.
