State Superintendent of Public Instruction Catherine Truitt testified today on North Carolina’s approach to COVID-19 pandemic recovery at a hearing convened by the U.S. House Education and the Workforce Subcommittee on Early Childhood, Elementary and Secondary Education.
Truitt highlighted North Carolina’s Office of Learning Recovery and Acceleration (OLR), which the state education agency created in 2021 to support local school districts and charter schools in their pathway towards recovery.

North Carolina total Retirement Plans - Retirement Monitor | June 29, 2023: Information Regarding TSERS Employer Contribution Rates for Fiscal Year Beginning July 1, 2023 - If the 2023-2025 Budget has not become law by the time an employer is required to submit contributions, the employer contribution rates for that submission will be equal to the recurring funds portions of the rates that were in effect on June 30, 2023. These rates would total 22.94% of compensation for general employees. If the 2023-2025 Budget becomes law after an employer is required to submit contributions, and has a retroactive effective date of July 1, 2023, the Retirement Systems Division (RSD) will create retroactive rate adjustment invoices for any contributions that have already been submitted with respect to employee service rendered on or after July 1, 2023, where it is feasible to do so. Governor Cooper Press Release | July 24, 2023: Governor Cooper Kicks Off School Supply Drive to Support Public Schools, Students and Teachers Across North Carolina - The Governor’s School Supply Drive will run from July 24 to August 18, 2023. As in past years, the State Employees' Credit Union (SECU) and Communities In Schools of North Carolina are partnering with the state to collect and deliver the school supplies to classrooms.

EdNC Eric Davis and Alan Duncan | July 17, 2023: Perspective | State Board chair and vice-chair share concerns about Parents’ Bill of Rights statute - A new statute, G.S. 115C-76.60, is created by the bill entitled “Remedies for parent concerns.” It provides that if parents are not satisfied with the delivery of services by the local public school unit (PSU) with regard to the rights enumerated in the parents’ bill of rights statutes, they may request a “parental concern hearing.” The concern from the State Board’s perspective is that this process does not provide the State Board with any authority to enforce a decision that it might make with regard to a proposed resolution to the concerns. The authority and responsibility to address the concerns included in the bill are within the sole purview of the PSU.

Retirement Admin. Changes Act of 2023-AB - Administrative and conforming changes to the laws governing the TSERS, LGERS, LRS, and CJRS
Bill Summary
- Changes the contributory death benefit for the TSERS, LGERS, LRS, and CJRS;
- Makes changes to the second six months of short-term disability, to the review and approval of short-term disability benefits, and to the application for extended short-term disability benefits under the Disability Income Plan (DIP) of North Carolina;
- Allows the first retirement benefit check to be paid direct deposit rather than mailed;
- Clarifies assets of the retirement systems trust fund will be used for the exclusive benefit of persons entitled to benefits under the plan and in accordance with the Internal Revenue Code;
- Amends the survivors alternate benefit beneficiary default for TSERS, LGERS, and LRS;
- Amends the law pertaining to overpayment of funds when the overpayment is caused by administrative error.
