The Carolina JournalDavid N. Bass | June 29, 2023:Lawmakers send Parents’ Bill of Rights to Cooper - Senate Bill 49 passed the House chamber in a party line 66-47 vote on June 28. The Senate voted to concur the next day. In February, the measure cleared the Senate 29-18. Supporters say the measure is needed to protect children and ensure that parents have knowledge about what their kids are being taught in public schools. Opponents, on the other hand, claim the bill would create a discriminatory environment against LGBTQ youth.

Dillon | June 28, 2023: Fairness in Women’s Sports Act heads to Cooper; veto, override expected - The bill barring biological men from participating in women’s sports teams in the state’s K-12 public schools and universities received its final approval in the House on June 22. In a concurrence vote, the House passed House Bill 574, The Fairness in Women’s Sports Act, by a vote of 62-43. The governor has signaled he will veto the bill, but that veto will likely be overridden as both chambers hold veto-proof majorities. The Senate passed the bill by a vote of 31-17 on June 20.

Keung Hui | June 27, 2023: NC GOP lawmakers pass bill that could lead to more charter schools being approved - North Carolina Republican lawmakers have passed legislation that’s expected to increase the number of charter schools by putting more authority in the hands of a charter-friendly board. The state House voted 77-42 on Tuesday to approve a bill transferring the State Board of Education’s power over charter school approvals and renewals to the Charter Schools Advisory Board.
DPI Press Release| June 28, 2023: HB 605 Would Provide Threat Assessment Teams in NC Schools - Those multidisciplinary teams – which include people with expertise in counseling, instruction, administration and law enforcement – conduct threat assessments in a public school unit when threatening behavior has been communicated and when a student is engaged in threatening behavior that warrants further evaluation.

Dillon | June 29, 2023: Annual school calendar report highlights K-12 calendar law disputes - At its June meeting, the State Board of Education received the annual report given to the General Assembly on the start and end dates for the state’s K-12 schools. The report showed while most districts began school on Aug. 28, 2022, at least seven district boards of education had voted to start and end school at odds with the state’s calendar law which states school will begin “no earlier than the Monday closest to August 26.” Under the state’s current calendar law, a district is required to have an end date for school no later than the Friday closest to June 11. The law also has a minimum requirement of 185 days or 1,025 hours of instruction.
At this year’s first-ever Financial Aid Summit in North Carolina, school district financial aid leaders and partner organizations from across the state convened to discuss strategies around increasing postsecondary attainment and students completing the Free Application for Federal Student Aid(FAFSA). Event organizers also shared upcoming changes to the FAFSA and a new consolidated scholarship for the state.
A first step to accessing financial aid at the federal, state, and college level is completing the FAFSA. The FAFSA unlocks a variety of aid at the federal level including Federal Pell Grants, work-study programs, scholarships, and loans. In North Carolina, most colleges and universities use the application to divide and disburse state aid and scholarships.
