NCDPI's Office of Academic Standards serves as the authoritative source for the review, revision, and support for the implementation of state content standards in the North Carolina Standard Course of Study (SCOS).

Launching the Revision Phase for 2023 - 2024
Standards Writing Team (SWT) Application
Open until noon on Friday, June 30
The World Languages Standards Writing Team (SWT) application is open until noon next Friday, June 30, 2023. The SWT will create drafts of new K-12 standards for World Languages based on the recommendations of the World Languages Data Review Committee (DRC). They will also draw on the extensive data collected during the review phase in 2022 - 2023 and analyzed by the DRC from surveys, focus groups, interviews, and research. Please read the World Languages SWT Scope of Work for additional details about this opportunity, which includes a tentative timeline for the 2023 - 2024 school year.
The SWT will include diverse perspectives and represent our state’s regions, districts, charter schools, and other educational organizations. SWT members will provide varying perspectives and experiences regarding the current standards with the many languages, programs, and types of courses offered across the state in World Languages.

In order to ensure that a range of stakeholders with various professional and personal interests are involved in the revision and writing of the standards, a clear process of solicitation, application, screening, and approval takes place. Once the screening and approval process is complete, applicants who have been selected for the World Languages SWT will be notified by Monday, July 10 and the initial meeting of the group, which will be virtual, is being planned for the week of July 24 - 28.
DRC Recommendations and Final Report
The recommendations below from the World Languages Data Review Committee (DRC) were presented at the State Board of Education (SBE) meeting in June as part of the presentation, Permission to Revise Standards for K-12 Arts, Guidance, and World Languages.
- Use the ACTFL World-Readiness Standards for Learning Languages with the NCSSFL-ACTFL Can-Do Statements as the taxonomy/framework
- Increase the rigor of student outcomes by raising the proficiency exit expectations for programs and courses
- Clarify wording in objectives and provide details for unique program needs (heritage language courses, DL/I programs, classical languages, etc.)
On June 1, 2023, the SBE accepted the World Languages DRC recommendation to revise our current Standard Course of Study, the North Carolina World Language Essential Standards, so we are now in the Revision Phase.

The NCDPI World Languages Team is now in the process of establishing and convening a World Languages SWT to review feedback compiled by the DRC and create the drafts of the new standards during the 2023 - 2024 academic year.

World Languages Timeline through 2027
The following are projected timeframes and subject to change. Please see pages 11 - 27 in the North Carolina SCOS Internal Procedures Manual for details about each of the phases summarized below.

Full Implementation Phase: 2026 - 2027 and beyond
- Professional development at state and local levels expanded and shared with lessons learned
- NCDPI and PSUs collaborate to identify and address needs
- Annual needs assessment survey deployed to collect data on implementation and future needs

Arts Education SWT Application
Open until Friday, June 30

Guidance All Stakeholder DRC Recommendation Survey
Due Monday, July 17
The recommendation from the Guidance DRC based on the data collection statewide is to adopt the American School Counseling Association (ASCA) Student Standards: Mindsets and Behaviors for Student Success. The NCDPI School Counseling team needs input on this recommendation and is asking school counselors and others who are interested in giving feedback on this recommendation to complete the survey at https://ncdpi.az1.qualtrics.com/jfe/form/SV_beDH4K09hVvQMDA by Monday, July 17, 2023.
Healthful Living Standards - Draft 1 Surveys
Due Monday, September 18
The North Carolina SCOS Internal Procedures Manual specifies that NCDPI will formally collect feedback from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies on each draft of the revised K-12 Health and Physical Education Standards.
Surveys have been released to gather feedback on the first draft of the proposed 2023 K-12 Health and Physical Education Standards. The purpose of these surveys is to obtain input from all stakeholders regarding the proposed K-12 Health and Physical Education Standards and to inform any additional revisions, which may include changes, clarifications, additions, deletions, or replacements to the draft standards. The surveys will be open until Monday, September 18, 2023.
