NCDPI's Office of Academic Standards serves as the authoritative source for the review, revision, and support for the implementation of state content standards in the North Carolina Standard Course of Study (SCOS).
During the 2022 - 2023 school year, three content areas (Arts Education, Guidance, and World Languages) are in the review phase as outlined on pages 11 - 17 in the North Carolina SCOS Internal Procedures Manual.

Summary Reports
The World Languages Data Review Committee (DRC) members are a group of external stakeholders selected by application from across the state. They have varying perspectives and experiences with the K-12 programs in the current Standard Course of Study, the North Carolina World Language Essential Standards.
The World Languages DRC will review the data collected and compiled from Standard-by-Standard surveys, regional focus groups, and individual interviews. They will also analyze the research, policies, and legislation that pertain to World Language education. Once they evaluate the feedback and resources, they make recommendations that help drive both the review and revision phases.
The reports below are summaries of the input and information that the DRC members will be working with when they meet later this month. Please read the details and look for updates in next month's World Languages #SettingTheStandard newsletter.
Standard-by-Standard Surveys
There were two Standard-by-Standard surveys to collect feedback on the current standards from teachers, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies. Both surveys opened during the last week in September 2022 and were available for 16 weeks, or through January 20, 2023.
The All Stakeholders survey for individuals gathered over 1,000 responses, and feedback was provided for all eight proficiency levels, Novice Low - Advanced Mid. Each All Stakeholder survey took about 10 - 20 minutes to complete and respondents could give input on more than one program or course by submitting additional surveys.
The PSU Standard-by-Standard survey for teams was deployed within each public school unit (PSU) where World Language leaders convened local teams to complete the survey together. A PSU could submit a survey for multiple teacher groups so that different PLCs, departments, programs, languages, schools, etc., could provide input.
The State Board of Education (SBE) expectation was that 80% of North Carolina's 115 districts would submit the PSU survey, and World Languages exceeded that expectation with 84% of PSUs having submitted at least one survey. Research on National Standards
As part of the standards review process, NCDPI compiles contemporary and current research on standards for the content area being reviewed. This research is intended to inform the review process through the collection of related legislative requirements, best practices, and benchmarking/crosswalking with state, national, and international standards. Research findings are shared with the DRC to be reviewed and analyzed along with other relevant data collections.
The research on national standards requires NCDPI to review national standards and/or frameworks for our content area of World Languages. The North Carolina World Language Essential Standards (WLES) were approved in 2010 and first implemented in the 2012 - 2013 school year. Our state standards are aligned to national standards like those from the American Council on the Teaching of Foreign Languages (ACTFL), the American Classical League (ACL), and the American Sign Language Teachers Association (ASLTA). ACTFL refreshed the World-Readiness Standards for Learning Languages in 2015 with the help of over a dozen language-specific organizations, and ACL and ASLTA updated standards in 2017 and 2022, respectively.
In addition, the proficiency-based WLES relied on the LinguaFolio Can-Do Statements for the clarifying objectives to describe student outcomes in the communication modes (Interpersonal, Interpretive, and Presentational) or first three Essential Standards. In 2017, the LinguaFolio Can-Do Statements became the NCSSFL-ACTFL Can-Do Statements and expanded to include intercultural communication, along with the communication modes.

The NCDPI K-12 Science team has released Draft 2 of the proposed 2023 K-12 Science Standards and is collecting input from all stakeholders to inform any additional revisions, which may include changes, clarifications, additions, deletions, or replacements to the draft standards.

World Languages is making good progress in the review phase, and we have just turned a corner on the road towards the Data Review Committee (DRC) work.
