Welcome to our third DL/I Discourse for this school year! It is an exciting time for bilingualism and dual language/immersion (DL/I) education in our nation. The U.S. Secretary of Education, Miguel Cardona, recently spoke at the National Association for Bilingual Education (NABE) Conference and shared his belief that, “bilingualism and biculturalism is a superpower.” He continued by expanding on the detailed plans the U.S. Department of Education will work towards to help our students become multilingual, and extended the invitation to “create more successful two-way dual language immersion programs across the country.”
This focus excites us and reminds us that this important work could not be possible without each of you and, for that, we thank you! In this issue of the DL/I Discourse, the NCDPI DL/I Team will:
- Spotlight the amazing things happening in DL/I programs across our state
- Provide updates and new information regarding standards and/or instructional practices
- Share opportunities for collaboration and networking
- Highlight new and/or relevant research related to DL/I

Success Grant Progress
It’s not too late to get involved with the ML Success Grant! The “Strategies and Innovations for Multilingual Learner Success” (or ML Success) project is well underway with almost 100 educators already registered for one or more of the three levels of involvement, plus a new website.

Elkin City Schools Earns Global-Ready District Designation
Elkin City Schools received recognition as North Carolina’s most recent Global-Ready District at the February 2023 State Board of Education meeting. The Global Education Recognitions include the Global-Ready District designation as a way to signify a district’s commitment to ensuring students are globally engaged and productive citizens. Elkin City Schools supports global readiness for all students, and Elkin Elementary School is home to their Spanish DL/I program.

Research
Collaborating with the M2-Si Grant
The Multilingual-Multimodal Science Inventory (M2-Si) grant technical working group met on January 31, 2023, to develop plans for creating a high-quality, innovative, and authentic e-portfolio that draws from multiple modalities and allows students, especially multilingual learners (MLs), to use their full linguistic repertoire when demonstrating their science knowledge.
Recruitment of districts to participate in this grant work is winding down, but it’s not too late to complete the survey to let us know you are interested!

Conferences
National Association of Bilingual Educators (NABE) Conference
Attendees from across the country (51 states and territories) and around the world (10 countries) attended the 2023 NABE conference themed, “United in our Diversity: The Power of Languages and Cultures.” The conference offered over 400 sessions covering elementary and secondary education, ESL, Dual Language/Immersion and more.
A highlight of the conference was the welcoming remarks from U.S. Secretary of Education, Dr. Miguel Cardona. He began by asking, “Why is it that in 2023, in many school systems in our country, we treat our English learners as students with deficits – rather than assets in a globally competitive world?”

Job Listings
Where can DL/I jobs in North Carolina be posted or found?
- Advertise or search for positions on TeachNC, the statewide K-12 job board, at northcarolina.teach.org/jobs, where NC public school units (PSUs) find teachers, administrators, support staff, etc. TeachNC integrates with the applicant tracking systems in place at PSUs so, as jobs are posted, they receive immediate exposure.
- Request that FLANC's webmasters add them to the Job Opportunities page at www.flanc.org/news/jobs and/or the FLANC Facebook group.
- List them with one or more of the national groups, such as ACTFL, that include job opportunities in their newsletters.
