K-12 DIVE Kara Arundel | Dec. 9, 2022: Ed Dept updates ESSER FAQ as spending reaches halfway mark - Updated guidance from the U.S. Department of Education for state and district spending of $189.5 billion in federal COVID-19 emergency funding provides more details on allowances and restrictions for outlays but doesn’t give any more information on extensions for investment of the final two aid allocations. The FAQ documentprovides more information on how Elementary and Secondary School Emergency Relief funding can be used. As the education system hits the halfway mark of the ESSER lifecycle, education leaders are being urged to assess their spending practices to date and make decisions about the use of remaining funds.
The Education Stabilization Fund (ESF) is an investment of over $263 billion into state and institutional COVID-19 recovery and rebuilding efforts, managed by the U.S. Department of Education to prevent, prepare for, and respond to the coronavirus impacts on education for our nation’s students. The ESF was established by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) in March 2020, with subsequent allocations to the Fund codified through the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act), signed into law in December 2020, and the American Rescue Plan Act (ARP Act), signed into law in March 2021.
The ESF is composed of four primary emergency relief funds:
(1) the Elementary and Secondary School Emergency Relief (ESSER) Fund,
(2) the Governor’s Emergency Education Relief (GEER) Fund,
(3) the Emergency Assistance to non-Public Schools (EANS) Fund, and
(4) the Higher Education Emergency Relief (HEER) Fund.

The Music Educator Award recognizes current educators who have made a significant and lasting contribution to the music education field and demonstrate a commitment to the broader cause of maintaining music education in the schools. 2022 Music Educator Award recipients Margaret Maurice (Mecklenburg), Meredith Regan (Davidson), and Pablo Salamanca (Alamance) were honored at a North Carolina Symphony concert on Saturday, November 19, 2022. In addition to public recognition, honorees received monetary prizes generously funded by the Jennie H. Wallace Educator Award Fund.

Council of Chief State School Officers (CCSSO) - Each year, CCSSO celebrates State Teachers of the Year from U.S. states, territories, the District of Columbia, and the Department of Defense Education by providing them with a robust year-long professional learning and engaging program. Each of these teachers represents a creative, tenacious passion for students and the teaching profession.
Leah Carper, a dynamic and innovative English II teacher at Northern Guilford High School in Greensboro, North Carolina, utilizes her curriculum to not only teach the skills and standards of the course, but also to teach her students how to be empathetic, contributing members of a global community. Following the administration of the oath, the House and Senate proceed to organize by electing a Speaker (House) and President Pro-Tem (Senate), adopting Rules, and electing/appointing officers.
