NCDPI's Office of Academic Standards serves as the authoritative source for the review, revision, and support for the implementation of state content standards in the North Carolina Standard Course of Study (SCOS).
During the 2022 - 2023 school year, three content areas (Arts Education, Guidance, and World Languages) are in the review phase as outlined on pages 11 - 17 in the North Carolina SCOS Internal Procedures Manual.
Please see the details for December 2022 below as we progress through the process to update the North Carolina World Language Essential Standards, including the deadline extension for the Standard-by-Standard surveys and the Data Review Committee (DRC) applications through January 20, 2023, as well as the new details about the tentative textbook adoption schedule added to the timeline.
Standard-by-Standard Surveys
Deadline at 5:00 pm on January 20
Two Standard-by-Standard surveys are open to collect feedback on the current standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies.
The All Stakeholders survey for individuals takes about 10 - 20 minutes to complete and needs to be done in one sitting. If you would like to give feedback on more than one program or course, you can submit additional surveys.
So far, over 1,000 All Stakeholder surveys have been submitted, but we need many more!

The PSU Standard-by-Standard survey for teams takes about 30 - 45 minutes to complete, depending on how it's deployed within each public school unit (PSU). *World Language leaders convene local teams and complete the survey together.
Every group's voice is important! If your PSU has multiple groups for courses, languages, programs, schools, etc., you can submit as many PSU surveys as you need to in order to get the maximum amount of input from your PLCs or other teacher groups.
The State Board of Education (SBE) expectation is for 80% or more of the 115 districts to submit the PSU survey, along with charter, lab, and regional schools.

So far, 77% or 88 PSUs have submitted at least one Standard-by-Standard team survey. Feel free to view the PSU Surveys tally, which is updated periodically and shows PSUs in green that have already submitted, along with the number of surveys they have done.
*Please see the Statewide Directories on the NCDPI World Languages Networking page for the lists of World Language leaders for PSUs, including districts, charter schools, lab and regional schools, and DL/I programs. These lists are verified annually, which was done at the beginning of this school year, and are updated on an ongoing basis.
World Languages DRC Applications
Due by 5:00 pm on January 20
Applications for the World Languages Data Review Committee (DRC) can be submitted until 5:00 pm on Friday, January 20.
The World Languages DRC will consist of a range of external stakeholders chosen from across the state’s eight regions to represent varying perspectives and experiences with the current Standard Course of Study, the North Carolina World Language Essential Standards.
DRC members review the data collected and compiled from Standard-by-Standard surveys, regional focus groups, and individual interviews, as well as research, policies, and legislation that pertain to World Language education. Once they analyze the feedback, they make recommendations that help drive both the review and revision phases.
Note: DRC members cannot serve on the Standards Writing Team (SWT) that is convened during the revision phase.

What's Next for World Languages?
NCDPI World Languages will be at the 2023 FLANC Spring Conference with the session, Moving Forward with the State Standards Revision Process, which will be offered twice.
The 2023 FLANC Spring Conference is in Charlotte on Saturday, March 4, and features sessions from the Best of FLANC presenters at the fall conference and a variety of DL/I presentations for teachers and/or administrators. In addition, optional DL/I site visits will be available on Friday, March 3.
Registration for the 2023 FLANC Spring Conference opens on December 14.

Updated 2022 - 2027 Timeline
World Languages is making steady progress with the review phase. Take a look at the graphic below and the projected timeframes, which are subject to change, across several academic years. Please see the the North Carolina SCOS Internal Procedures Manual for information about each phase, review through implementation.
Also, an updated tentative textbook adoption schedule was released at the beginning of December to reflect the standards revision process. For World Languages and Arts Education, 2025 is now listed as the State Textbook Adoption Year and 2026 is the year new materials will be available, which has been added to our timeline graphic.
