Growing success for MLs has long been our goal at NCDPI. Each year we strive to add pieces to the puzzle to help MLs and educators of MLs grow and succeed. 

 

The graphic represents our work, in that, partnering purposefully with Arts Education, CTE, English Language Arts, Mathematics, Science and Social Studies has strengthened the trunk of our growing tree! These content areas presentations are great examples of this growth.

 

New leaves/puzzle pieces are sprouting often through PD, conference presentations like Carolina TESOL and La Cosecha, educator sponsorships and other resources. 

 

Nutrients are added through compliance activities, technical assistance and research providing data, data analysis and resource development.

ELD Standards and Resources

A Collaborative Approach to ML Achievement

This semester’s PD is anchored in the ELD NCSCOS' Big Idea: Integration of Content and Language and Collaboration Among Stakeholders. We hope you find the following resources and online sessions useful and easy to adapt to your needs in your district and/or school setting.

 

The NCDPI ML/Title III Team has designed a series of professional learning opportunities in collaboration with other content area consultants in the Office of Academic Standards. We invite all educators of multilingual learners (MLs) to participate in the live sessions or review the archives to think deeply about the 2020 NC ELD Standard Course of Study (SCOS) and identify ways to increase the achievement of MLs through a collaborative approach to instruction and standards implementation. 

 

Language for Arts Education

The Arts Education team created a set of documents focusing on how the arts teacher can approach ELD support. These resources highlight the most prominent Key Language Uses and modes of communication in alignment with the standards for dance, theater, music, and visual arts.

Language for Math

The Math team collaborated with the ML/Title III Consultants exploring the Mapping and Unpacking documents to help content area teachers and ML specialists identify connections between the math and ELD standards, as they plan collaboration and integrated instruction.

Language for Social Studies

The Social Studies team and the ML/Title III Consultants developed two virtual sessions discussing the roles of the social studies and ELD teachers, the connections with the Professional Teaching Standards, and resources to support lesson planning and collaboration.

Additionally, the ELA team collaborated with the US Holocaust Memorial Museum and the NC Council on the Holocaust to compile resources for engaging MLs in the study of the Holocaust and advancing literacy development. Many of the resources teach about the Holocaust in both Spanish and English. - Explore these resources

 

Language for ELA

The ELA team, in collaboration with ELA and ELD educators, designed text sets to support multilingual learners’ learning processes and make grade-level complex texts more accessible. Text sets help students make connections to their backgrounds, interests, and experiences, and provide various entry points and access to content. These text sets integrate speaking, writing, reading, and listening, and address academic and social language.

Language for Science

The Science team and the ML/Title III Consultants developed a session to help educators become familiar with the ELD Standards and standards-based resources available for supporting multilingual learners in the science classroom. Specifically, the session addressed the connection between the ELD Standards and the Scientific Engineering Practices (SEPs).

Professional Learning Opportunities

Program Quality Review (PQR) PD 

The NCDPI Multilingual Learner/Title III Team is pleased to offer the opportunity to participate in a webinar series designed for Program Coordinators and other applicable ML stakeholders in the use of the Program Quality Review (PQR) support document.

WIDA Self-Paced Workshops

The NCDPI ML/Title III Team selected one self-paced online workshop for each month to be a complementary resource for content area and ML specialists, in addition to the support PD and resources mentioned above. These self-paced workshops are accompanied by a live one-hour meetup with the NC WIDA eLearning Club. These are informal, small-group sessions to pose questions, share ideas, or meet with other educators in the field.

LinguaFolio for NC PD Booklet

The LinguaFolio for NC team designed the Professional Learning Booklet for 2022 - 2023. This is an asynchronous learning opportunity that may be completed during the school year and is worth 10 contact hours. Participants work at their own pace as they read the information, watch the videos, complete the activities, and submit a survey to receive a certificate of completion.

 

Preview the PL Booklet as a PDF or make your own copy to get started! The discussions have been posted during the first semester of the school year, and educators are encouraged to add their comments and ideas as they complete the activities in the PD booklet. 

 

LinguaFolio for NC users have many ways to connect and share with each other!

ML/Title III Sponsorships 

The NCDPI ML/Title III Team has offered the first group of sponsorship opportunities this semester. Educators from across the state were selected to participate in professional events to learn instructional strategies and collaborate with other educators serving multilingual learners.

The application to the second group of sponsorships will open on December 2. Stay tuned to learn more and complete your application. We encourage educators to share with their colleagues and invite them to apply for these opportunities.


Spotlights

UNC Chapel Hill NC Collaboratory

MLs Included in the DPI and NC Collaboratory COVID's impact on Student Learning Grants

 

An October 13th press release shared that “The N.C. Department of Public Instruction (NCDPI) and North Carolina Collaboratory are leading a joint $6.73 million effort to spur research on the impact of COVID-19 on student learning in the state, with the goal of helping educators and students recover from pandemic-related disruptions and lost instructional time."

 

One of the 20, 2-year grants, Strategies and Innovations for Multilingual Learner Success, will explore strategies and innovations that contribute to multilingual learners’ academic achievement to inform multilingual learner-focused policies across North Carolina. Dr. Ye (Jane) He, UNC Greensboro, will collaborate with NCDPI ML/Title III staff on this research. Performance reports will be submitted annually and the results of the research will be shared in December of 2024.


NCDPI Receives Federal Grant for Assessment Initiative

 

The North Carolina Department of Public Instruction (NCDPI) has been awarded a $1.1 million federal grant to develop an assessment system to support multilingual learners – also known as English language learners – in third through fifth grades. North Carolina is one of 10 states to share more than $29 million under the U.S. Department of Education’s 2022 Competitive Grants for State Assessments program to design new assessments that are more “high-quality, innovative, and authentic.”

NCDPI will be partnering with the Washington, D.C.-based Center for Applied Linguistics (CAL) on the four-year grant initiative to create an e-portfolio that draws from multiple measures and sources to assess student academic achievement, focusing specifically on science instruction. The project is part of a comprehensive effort to improve teaching and learning and support rigorous academic standards for multilingual learners.

Network Leadership Team Update

The ML Teacher Network Leadership Team held their first face-to-face meeting of the school year as a pre-conference event at the Carolina TESOL Fall Conference in Greensboro, NC. The team members worked together to plan activities for all educators of multilingual learners to explore resources, network and collaborate, and reflect on ML education.

Want to learn more about Multilingual Learner (ML) Education and the English Language Development (ELD) Standards but have limited time? LuAnne Llewellyn, Director of Federal Programs, in Surry County has a solution! Two minute ML PD-on-the-Go. 

 

With plans for 22 sessions (see the chart) this series covers everything from the Big Ideas to Program Quality Review! See the archived sessions and watch for each new one to appear. 

In Surry, the sessions are shared via the weekly newsletter and Principals show them at their monthly faculty meetings.

Program Compliance Reminders

Timeline

Please utilize the 22-23 Multilingual Learner/Title III Timeline to ensure EL and Title III requirements are completed in a timely manner.

 

Monitoring Schedule

This 2021-2025 Federal Program Monitoring and Support monitoring calendar shows when all federal subgrantees will be monitored in the 4-year cycle. This is Year 2 of the monitoring cycle and this document will allow a PSU to see if they have a scheduled Year 2 monitoring visit.

Weekly Office Hours

To support your ML needs, the ML/Title III Team is offering weekly Office Hours! We are available to answer your questions every Tuesday from 3:00 - 4:00 pm through May 9. Registration was shared through the private listserv.

 

Quarterly Charter ML Compliance Office Hours

To further support the unique needs of charters, especially pertaining to the Performance Framework (A5), additional quarterly support has been scheduled.  Join us for Quarterly Charter ML Compliance Office Hours from3:00 - 4:00 pm on November 17, 2022; February 16, 2023; and May 18, 2023.
