Science Standards Update

 

The Data Review Committee (DRC) has finalized its initial data review from all of the interviews, surveys, focus groups and research of science standards from multiple other states and internationally. The report was provided to the Standards Writing Team (SWT) which met Oct. 10th - 13th to begin their first draft of revised standards. 

 

The SWT consists of classroom teachers from across the State as well as instructional coaches and colleagues from institutes of higher ed. The SWT will be working on their first draft through October and mid-November with the goal of releasing a first draft mid-November. 

 

The first draft will include an All-Stakeholder and PSU standard-by-standard survey. The draft will be open for review for 30 days. We are asking every PSU to please have a team of reviewers ready. 

 

We are also excited that colleagues from the EC department have been working alongside the K-12 Science team as they work to revise their Extended Content Standards. The goal is that both the core K-12 Science Standards AND Extended Content Science Standards are presented to the SBE simultaneously.

 

Healthful Living Standards Revision Surveys and Applications Closing October 21, 2022

 

 In order to gather representation from all NC State Board regions the NC Healthy Schools team has distributed Standards Surveys as well as applications for the Data Review Committee (DRC) and the Standards Writing Team (SWT).  These opportunities to participate in the initial phase of the Healthful Living Standards Revision will close at 5 pm on Friday October 21st.  

 

Applications

NCDPI is seeking applications from a range of stakeholders including K-12 educators from all grade levels, content areas, and resource specialists. Equally important are school/district leaders, educators from institutions of higher education, and business and community leaders.  Please note that those selected to participate will only be able to serve with one of the four teams.  Previous applicants need not reapply.  Applicants chosen for the DRC and SWT will be notified of their participation in November.

 

Data Review Committee (DRC)

The goal of the DRC is to review data and trends on the current Healthful Living Standard Course of Study along with feedback collected from interviews, focus groups, and survey responses from stakeholders. The DRC will analyze this data to make recommendations for the SWT to consider.

 Standards Writing Team (SWT)

 The goal of the SWT is to write the North Carolina Standard Course of Study (NCSCOS) for Health and Physical Education based on the recommendations of the DRC.  The SWT will be trained and have access to all research and data. The SWT will meet periodically throughout the revision process to review and revise the NCSCOS for Health and Physical Education.

Now Open: All-Stakeholder Surveys and Data Review Committee Applications for K-12 Arts, Guidance, and World Language Standards

 

In August, the North Carolina Department of Public Instruction (NCDPI) Office of Academic Standards’ team kicked off the review phase for K-12 Arts, K-12 Guidance, and K-12 World Language Standards.  This cohort of standards will follow the NC Standard Course of Study Manual in terms of process and timeline.

 

Surveys:

Per the Internal Procedures Manual, the review phase consists of data collection and analysis, as well as research.  The NCDPI team is seeking input on the current K-12 Arts, K-12 Guidance, and K-12 World Language standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies.

Any individual who wishes to provide input on the Standard Course of Study may complete this survey.  This survey is estimated to take about 10 to 20 minutes to complete, depending on how many grades or courses you choose to review.

Data Review Committee Applications:

Applications for the K-12 Arts, K-12 Guidance, and K-12 World Language Standards Data Review Committees (DRC) are now open through Friday, November 18.  DRC members review the data collected and compiled from Standard-by-Standard surveys, regional focus groups, and interviews, as well as research, policies, and legislation.

Note: The DRC analyzes the feedback and makes recommendations that help drive both the review and revision phases, so individuals chosen for the DRC cannot serve on the Standards Writing Team (SWT) that is convened during the revision phase.

Applications can be submitted through November 18, 2022. The DRC will consist of a range of external stakeholders, including: K-12 educators, educational leaders, university professors, content professionals, experts from partner organizations, and community members. The DRC members will be chosen from across the state’s eight regions and represent varying perspectives and experiences regarding the current Standard Course of Study for these areas.

Applicants will be notified of their selection at the end of November - early December, and DRC work will begin in late January - early February of 2023.

World Languages Focus Groups

 

World Language Focus Groups for the 8 regions and charter schools are scheduled from 5:30 - 8:30 pm on the following dates:

  • Region 1 Northeast - Monday, October 24
  • Region 2 Southeast - Tuesday, October 25
  • Region 3 North Central - Thursday, October 27
  • Region 4 Sandhills - Tuesday, November 1
  • Region 5 Piedmont-Triad - Wednesday, November 2
  • Region 6 Southwest - Thursday, November 3
  • Region 7 Northwest - Monday, November 7
  • Region 8 Western - Wednesday, November 9
  • Charter Schools - Thursday, November 10 

There are also Focus Groups for IHEs and NC Organizations on Friday, October 28, from 1:00 - 4:00 pm and Saturday, October 29 from 9:00 am - 12:00 pm.

Each PSU, IHE, or NC organization has been invited to select two representatives. The nomination forms have been shared and are due October 20, 2022.

EL Headcount

 

During the month of October, PSUs should be working on EL Headcount. Please view these slides for more information.  EL HC will be pulled from PowerSchool on November 7th.  Note: EL Headcount will be reported to the NC SBE on December 1st and reported to legislature on December 15th.

 

Reminder: Literacy Instruction Standards (LIS) LEA Form Due December 15th

 

Per SB387, no later than December 15, 2022, and in a form prescribed by the State Board, each local school administrative unit shall submit to the State Board a concise explanation of its literacy curriculum and instruction, as aligned with the standards and model literacy implementation plan.

 

The form should reflect the current state of literacy instruction in your PSU. This will allow DPI to provide feedback, so PSUs can modify their curriculum and instruction for full implementation and alignment to the LIS in the 24-25 SY.

2022 NC Healthful Living Coordinators Meeting

The NC Healthy Schools team is pleased to announce the 2022 Healthful Living Coordinators Meeting on Friday, December 9th at the Koury Center in Greensboro.

As we continue to adjust and move forward from the impact of COVID-19, we recognize an influx of new staff and shifts in responsibilities. The 2022 meeting will provide a “back to the basics” look at the role and responsibilities of a Healthful Living Coordinator. The day will include intentional networking and collaboration opportunities to explore the challenges and barriers faced across the state as well as hot topic issues in small group sessions. Topics may include: Healthful Living Standards, Graduation Requirements, the Healthy Active Children Policy, Strategies for Impact, Virtual Programs, School Health Advisory Councils, and other relevant issues. 

Those encouraged to attend include district and charter Healthful Living Coordinators, those who oversee Health and/or Physical Education teachers at any level, as well as roles that include oversight of the implementation of the Healthful Living standards and objectives.

Improving Reading for Secondary Students

Adolescent literacy in grades 6-12 includes the skills necessary for all students to master the increasingly complex reading expectations required in secondary courses as well as the additional support that struggling learners may need to succeed with grade-level texts.  In this session, participants will explore research-based, best practices around the pedagogies adolescent readers need to accelerate their learning and access grade-level instruction. They will also increase their understanding of the challenges, scope, and strategic planning necessary to support adolescent literacy in grades 6-12 from a variety of stakeholder perspectives.

 

Integrating LIS: Content Area Literacy

The Literacy Instruction Standards outline research-informed practices for incorporating  literacy instruction. In addition to guiding English Language Arts instruction, many of these practices can be integrated into content area instruction to assist students in acquiring the literacy skills and disciplinary knowledge they need as they move through K-12. While the LIS should not take the place of robust content area instruction, they include research-informed instructional practices that may support 6-12 teachers to address the specific literacy demands of the different disciplines.

Office of Learning Recover Learning Modules

 

The Office of Learning Recovery (OLR) has launched learning modules to continue conversations that began at the 2022 Summer Convening with the EVAAS team at the SAS.The purpose of the learning modules (each with .25 CEUs) is to advise, create discussions, and support PSUs in the scaling of ESSER-funded initiatives as well as sharing these items with their stakeholders.  

Some of the topics being covered are:

  • PSU monitoring of current ESSER-funded initiatives and their effectiveness as well as tools to share this information with stakeholders.
  • Remediation NO, Acceleration!  This module focuses on PSUs’ approach to helping students make up for lost instructional time
  • Progress monitoring, who are your decision makers and how does this influence decisions within your PSU?

New Resource: Literacy Look-Fors

 

This tool is designed to support school leaders (e.g. instructional coaches, principals, assistant principals, etc.) conduct productive learning walks and coaching cycles to observe alignment to the NC Literacy Instruction Standards and accompanying research-based practices.  This tool is not intended to be evaluative.  It is intended to be a guide to supporting teachers’ understanding and knowledge of literacy instruction and to establish a common language around literacy practices.  The tool includes a pre-walkthrough conversation guide, look-for indicators, a post-walkthrough reflection guide, and a post-walkthrough conversation guide.  These guides are meant to be used in concert with one another, but the indicators can be used independently from the guides for PLCs, self-reflection, and/or goal setting.  The language used within the guides have been purposefully kept consistent throughout in order to encourage the use of the entire coaching cycle.  

 

In addition, these toolkits can be used in the short term to aid in the completion of the LEA Form.  The form requires evidence of the current state of literacy instruction occurring in each PSU. These toolkits can be a useful way to observe, gather, and organize this information.

Nominate High School Seniors for the U.S. Presidential Scholars Program

 

Since 1964 the U.S. Presidential Scholars Program has recognized and honored over 8,000 outstanding high school seniors, and thereby encouraged high attainment among all students. In 2022, North Carolina was honored to have three students recognized as U.S. Presidential Scholars.

Each PSUs may nominate up to three students*, for the General Education category and the Career and Technical Education (CTE) category. From these PSU nominations, NCDPI will select and submit ten male and ten female candidates in the General Education category and five candidates for the CTE category. Nominations are due to NCDPI on or before November 4, 2022.

Governor’s School Update:

 

Applications for the 2023 session of NC Governor’s School are now available.  Your GS Local Coordinator has received information on the process.  Information on the program, including our new Family Overview document (also available in Spanish: Family Overview Spanish Version) can be found on the NC Governor’s School website.  The Office of Advanced Learning and Gifted Education has also developed updated resources for Local Coordinators, including a Local Coordinator’s Guide and Application Review Guides, to allow them to better assist students and answer questions about applying for Governor’s School.  Applications are due to the state level on December 16.

 

May 2022 Advanced Placement Exam Data Attestation for PSUs

 

The Office of Accountability and Testing and the Office of Advanced Learning at the North Carolina Department of Public Instruction (NCDPI) are requesting public school unit accountability/testing staff and Advanced Placement (AP) Coordinators review the 2021–22 school year AP exam data. Collaborative review of these data is vital to ensure the data are correct for use in public reporting and providing funding for the AP teacher performance bonuses. 

Public school units must affirm the accuracy of the data and sign off on the “May 2022 Advanced Placement Exam Data Attestation for PSUs” that these data are correct. Once the sign off is complete, public reporting and funding for the AP teacher performance bonuses will be based on the affirmed numbers and will not be adjusted. 

Public school units will find the unmasked data on the secure server (SSH) in the 2022 folder. The file name is AP_TestsbySch_2022_###.xlsx. This data must not be shared publicly unless masking is applied. A masked version of all public school unit data will be posted on the NCDPI website after the review window ends. Results were extracted from the 2021–22 school year final AP data file sent by the College Board to the NCDPI. 

Please verify the AP exam data for the 2021–22 school year are correct for the charter school or district and for each high school in the district. This can be done by comparing the AP Online Score Reports, accessible by the district AP Coordinator, and the unmasked data on the secure server (SSH) in the 2022 folder, accessible by the district Testing Coordinator.

Questions regarding the form or AP teacher bonuses should be sent to Beth Cross (beth.cross@dpi.nc.gov). When asked for "Number of Qualifying Exams," please indicate the number of district/charter school qualifying exams with scores of 3, 4, or 5.
