SIS Data Audit Plan Survey Fall 2022
Over the past two years, there have been many discussions around clean and reliable SIS data. We know that you realize this is essential to the local PSU, state and federal reporting, and downstream systems that pull SIS data, and we want to support your PSU as much as possible.
A continued effort is being made to gather research for the future SIS Data Audit Process for PSUs and your input as a guardian of the NC SIS data would be greatly appreciated. Please click on the following link and provide your feedback.

FTE School
NCDPI would like to inform all PSUs that the DPI FTE school should not be used as a holding school during the school year and there should not be any student records in this school within your instance. This school may be used as a temporary holding school during the EOY process, but students must be moved back to their previous school and transferred out as a no-show within your instance after EOY. Failure to remove these students causes double enrollment in ECATS, resulting in record transfer issues.
Please see page 7 of the End-of-Year User Guide for instructions.

Reminder: 2021–22 CRDC ICR Status Update for LEAs (Fall 2022)
The U.S. Department of Education (Department) Office for Civil Rights (OCR) is currently in the process of seeking approval from the U.S. Office of Management and Budget (OMB) to administer a Civil Rights Data Collection (CRDC) for the 2021–22 school year, and a CRDC for the 2023–24 school year.
As you may know, proposed CRDC surveys must undergo two public notice and comment periods, pursuant to the Paperwork Reduction Act of 1995—an initial 60-day period, followed by a 30-day period. For the initial comment period, OCR’s proposal was for a 2021–22 CRDC only. The initial comment period closed on February 11, 2022. OCR reviewed and responded to over 3,000 public comments received during the 60-day period and decided to expand its proposal to include a 2023–24 CRDC. OCR submitted its responses to the comments and its latest proposed 2021–22 and 2023–24 CRDCs to OMB, for review, and for a final 30-day public comment period. See https://www.federalregister.gov/documents/2022/09/30/2022-21317/mandatory-civil-rights-data-collection-correction.
If OMB approves the two proposed CRDCs, then the CRDCs will be universal collections in which all public-school districts and schools in the nation will be required to participate. After the proposed 2021–22 CRDC is approved, OCR will announce the survey dates (i.e., when the CRDC data submission system will open). OCR urges your school district to take the necessary steps to prepare for the 2021–22 CRDC. You may review the proposed data elements for the 2021–22 CRDC in the OMB Supporting Statement A document available at https://www.reginfo.gov/public/do/PRAViewDocument?ref_nbr=202111-1870-001.
Please check the CRDC Resource Center website (https://crdc.communities.ed.gov/#program) for updates on the status of the proposed 2021–22 CRDC. OCR also would appreciate your contacting the CRDC Partner Support Center (PSC) via email (crdc@aemcorp.com) or by phone (855-255-6901), to provide the PSC your school district’s new staff contact information for the CRDC. Furthermore, OCR encourages you to contact the PSC for technical assistance. The PSC is staffed with experts who are here to support you in fulfilling this important responsibility.
Thank you in advance for your cooperation.

Attendance Reminders
The NCDPI Home Base Team is looking forward to a brand new year, and with that, please remember that taking accurate daily attendance for students is essential. Attendance guidelines can be found in the NC SASA Manual.
As policies change and new codes are added to meet those changes, it is imperative to review attendance data on a regular basis to ensure proper attendance coding. Financial Service and Business states that to be considered in attendance, a student (except for hospital/homebound or staggered kindergarten) must be present in the school for the school day or at a place other than the school with the approval of the appropriate school official for the purpose of attending an authorized school activity. Such activities may include field trips, athletic contests, student conventions, musical festivals, or any similar approved activity.
Except as noted above, a student must be present at least one-half of the school's instructional day in order to be recorded present for that day.
NC General Statute 115C-378 states in part that no person shall encourage, entice, or counsel any child of compulsory school age to be unlawfully absent from school.
If a student is exempted from an exam and is not present in the school for the school day or not at a place other than the school with the approval of the appropriate school official for the purpose of attending an authorized school activity, the student is absent.
For more information, questions or concerns, please contact Student Accounting at studentaccounting@dpi.nc.gov.
PEBT Attendance Code Reminder
P-EBT will continue into the fall of the 2022-2023 school year. As of now, it is uncertain how long these benefits will continue to be provided; however, until further notice, the benefits will be provided only to students enrolled in schools that are approved to participate in the National School Lunch Program.
P-EBT eligible students are those students that qualify for free or reduced-price meal benefits or attend a CEP school. Students will be reimbursed based on the individual attendance records with the attendance codes of 1D Quarantine and 1R Present Off-site.
Homebound/Hospital Attendance Code
A new H/H Attendance Code is now live in PowerSchool as of July 1, 2022. The attached technical assistance guide is intended to illustrate appropriate use cases for this code, provide responses to the FAQs submitted since announcing the upcoming release of the code, and an explanation of the documentation necessary to support a homebound/hospital placement through medical necessity or IEP Team decisions. Please be aware that this information is also being shared concurrently with other appropriate district personnel.
For detailed information, please visit the Homebount/Hospital Attendance Code Technical Assistance Guide.
