NC EMPT

NC EMPT Opportunities

The NC Early Mathematics Placement Testing Program (NC EMPT) serves all high school students statewide.  It has benefitted more than 750,000 participating students during the last 26 years!  Sponsored by the State of North Carolina, this early intervention program is designed to offer valuable foresight into students’ college and career readiness in mathematics, at a time when high school educators can decide to either stay-the-course and/or make improvements in math skills BEFORE post-secondary plans are materialized.  Participation in this low maintenance service remains free-of-charge to NC high school teachers and is incredibly valuable.  The NC EMPT assessment has 32 algebra-based questions, takes one hour to administer in a high school math classroom, and our staff quickly grades and returns individualized results to both participating teachers and students.  Scores are confidential and offer a powerful early warning to students, parents, and teachers.  Scores can also serve as another data point to help decide placement of students in a next best math course.

Classroom math teachers make this happen!  Eligible students include those enrolled in NC Math 3, Algebra II, and any fourth-level math course.  Fall 2022 and Spring 2023 testing are now available with four testing windows tailored to your needs.  A new NC EMPT 2022-2023 placement test has been created and approved by our advisory board to be a facsimile of the actual math placement tests now being administered at colleges and universities statewide.  Please discuss NC EMPT at your next department meeting.  Then choose a contact person from your department to represent all math teachers in your school that are interested in giving this golden opportunity to their students.

Online registration by this contact person can be quickly completed at: www.ncempt.org.  We’ll take care of the rest!

October Accountability Information

How are North Carolina educators involved in the state’s summative test development process?

  • North Carolina educators are crucial to the test development process. These educators include classroom teachers, English Learner and Exceptional Children’s experts, curriculum coaches, administrators, and central office staff.
  • Before any test items can be written, educators are brought in from across the state to participate in the development of new content standards. Drafts of the proposed standards are sent out for statewide feedback. Once the NC State Board of Education adopts the new standards, educators are invited to assist in the creation of test specifications that serve as the recipe for which standards will be included on each assessment and the relative weight of those standards.
  • Once the standards are adopted and the test specifications are in place, educators are trained in the new standards and begin writing test items. Item writers are issued contracts for a certain number of items that match the new standards at a particular grade level. In later steps of the item writing process, two additional educators review the items and offer their feedback. This is all part of the rigorous review process for each item before it is field tested on an NC summative assessment.
  • Once field tested and approved, these new items are assembled to create a new NC End-of-Grade (EOG), End-of-Course (EOC), NCEXTEND1, or NC Check-In assessment. Once an assessment is administered for the first time, another group of educators is convened to participate in a process called standard setting. During a weeklong workshop, these educators work together to develop new Achievement Level Descriptors (ALDs) and make recommendations on the new cut scores for the assessment. Achievement levels are predetermined performance standards that allow a student’s performance to be compared to grade-level expectations. North Carolina educators use the state’s adopted content standards to develop ALDs that outline the content knowledge and skills demonstrated at the different achievement thresholds. Educators also decide how to differentiate the performance associated with a student who is nonproficient from that of a Level 3 student, a Level 3 student’s from that of a Level 4 student, and a Level 4 student’s from that of a Level 5 student. The ALDs and cut score recommendations are adopted by the State Board of Education.
  • Additionally, NC educators are called together to participate in a process called an alignment study. During this study, educators review EOGs, EOCs, and NCEXTEND1s to see how well each test item matches the NC Standard Course of Study for reading or mathematics, the NC Essential Standards for science, or the NC Extended Content Standards for accommodations and how well the test is aligned to the test specifications.
  • Educators from across the state participate in this process. The ideal NC educator is one who is passionate about education and knowledgeable about the standards and how students interact with the content. NCDPI is eager to expand our diverse group of participants by adding more educators from across the state with various levels of experience.

NCDPI State-Level Proficiency Website

State Level Proficiency

Recently, the Testing and Accountability Division at NCDPI rolled out the new State-Level Proficiency Website.  This website allows users to access the North Carolina End of Grade and End of Course Reading, Mathematics, and Science Assessment Results. Users will be able to filter by state, region, district, and school to view assessment proficiency results for 2016-17 through 2021-22, excluding 2019-2020 due to COVID.

K-12 Science Standards Revision Updates

The process of reviewing and revising the 2009 K-12 Science Standards continues to move forward. The process continues to be guided by the NCSCOS Internal Manual approved by the State Board of Education in February, 2022.  The Data Review Committee (DRC) met in early September to review all available data from surveys, interviews, focus groups and research of State-by-State Science standards, as well as national and international frameworks. The team has nearly completed their initial data review and recommendations.

The Standards Writing Team (SWT) has been finalized and will meet in mid-October to start their review of the DRC recommendations and begin a first draft of revisions. The goal is to release a first draft in mid-November for all-stakeholders, charter schools, and school systems to be able to review for up to 30 days. Please continue to look for future updates
