Fall K - 20 Meeting
Hybrid on Friday, October 7 @ 1:00 - 4:00 pm
Thank you for saving the dates for our 2022 - 2023 World Language Coordinator & Institutes of Higher Education (IHE) Meetings, which will be conducted in a hybrid format from 1:00 - 4:00 pm on two different Fridays, October 7, 2022, and February 24, 2023.
Please submit the registration form for the October 7 meeting, where you can indicate whether you are choosing to attend virtually or in-person.
Both of these K - 20 meetings are being held just before the Foreign Language Association of North Carolina (FLANC) conferences, so the in-person location for the Fall K-20 Meeting will be the Bull Durham room at the Sheraton Imperial Hotel in Durham, North Carolina. Please see the FLANC Fall 2022 Conference webpage for location details.
Our agenda for the afternoon of October 7 includes information about the progress being made to review and revise the state standards, the implementation and impact of the Global Languages Endorsement (NC's Seal of Biliteracy), and K-20 connections across educational organizations in North Carolina.

Standards Review and Revision Updates
Standard-by-Standard Surveys
Available September 29 - November 17
Standard-by-Standard surveys are part of the standards review phase and will be available for 8 weeks starting Thursday, September 29 through Thursday, November 17 at 5:00 pm Eastern. The purpose of both surveys, All Stakeholders for individuals and PSUs for teams, is to collect feedback on the current standards from educators, administrators, parents, students, institutions of higher education, business/industry representatives, national organizations, and other education agencies.

The PSU Standard-by-Standard survey for teams to submit will be sent to the World Language leaders of public school units (PSUs), who are listed on the Statewide Directories on the NCDPI World Languages Networking page, so that they can convene local teams and complete the survey together. Please be on the lookout for this specific survey. Completing the PSU survey as a team, as opposed to the All-Stakeholder survey, ensures accurate PSU representation.
The State Board of Education (SBE) expectation is for 80% or more of districts to submit the PSU survey, along with charter, lab, and regional schools. We will be discussing the best ways to schedule reminders and track submissions when we meet on October 7.

In the North Carolina World Language Essential Standards, each course has one or more sets of proficiency-based standards and objectives based on the outcome expectations for students.
For example, a course may have:
- Novice High outcomes for Standard #1
- Novice Low and Novice Mid outcomes or ranges for different skill areas in Standard #2 and Standard #3
- Novice High outcomes for Standard #4

In the Standard-by-Standard surveys, each individual or team will be able to choose to review the standards and objectives for a course comprehensively, where feedback is provided on all of the standards and objectives for the proficiency outcomes in a course. In the example above, a comprehensive review would involve responding for all four standards and their objectives across the three proficiency levels (Novice Low, Novice Mid, Novice High).
Or, a team or individual could choose to review the standards and objectives for a course specifically for the proficiency outcomes, where, in the example above, feedback would be provided on Standard #1 for Novice High, Standard #2 for Novice Low and Novice Mid, Standard #3 for Novice Low and Novice Mid, and Standard #4 for Novice High.
Feel free to access the Clarifying Objectives by Course Outcomes (COCOs or CO2s) documents in the World Languages Resources Hub for the World Language(s) in your PSU and the proficiency outcome expectations for any course(s) or program(s).
Regional Focus Groups
Being tentatively scheduled for October - November
The World Language Regional Focus Groups are also part of the standards review phase and will be conducted virtually to maximize participation from across the state and minimize disruptions to individuals' schedules. These online events are scheduled to run for up to 3 hours for each of the eight regions (see map below) and will be recorded to facilitate data collection.
Two representatives from each district will be designated to attend their region's focus group, and participants will earn a Certificate of Attendance for 3 contact hours. The World Languages team will provide copies of the current standards to the focus group participants so that they can review details in advance of the sessions. They respond to a predetermined set of questions, which are below and can be viewed on page 13 of the North Carolina SCOS Internal Procedures Manual.
Note: In addition to the regional focus groups for districts, there will be three other focus groups conducted, using the same structure. Representatives from charter schools, institutes of higher education, and professional organizations with other state agencies will also be assembled.
Focus Group Questions:
- Do the standards make a clear statement of what the student should be able to do or understand?
- Are the standards timeless, universal, and transferable?
- Do the standards adhere to high expectations for all students?
- Do the standards demonstrate appropriate depth and complexity?
- Are the standards concise and clearly articulated?
- Are the standards impartial and free of discrimination on the basis of gender, ethnicity, and/or disability?
- Are the standards observable and measurable?
- Describe your level of satisfaction with the breadth and depth of the standards and objectives.
- Do you have additional thoughts on the standards, based on your role, location, experience, etc.?

Pick 2 per PSU
Each PSU will need to choose two representatives from their district to participate in the focus group scheduled for their region.
Representatives need to be practicing World Language educators who have experience implementing the North Carolina World Language Essential Standards, as a classroom teacher, an instructional coach, a professional development coordinator or director, etc.
We will be discussing the forms we will use to submit the two representatives from each PSU when we meet on October 7.

World Languages Resources Hub
The Administrator Guides for World Languages, or “Look-For” documents, for principals and other administrators have been updated for each of our K-12 World Language programs (Classical Languages, Dual & Heritage Languages, Modern Languages).
World Languages programs sometimes incorporate other curricular components such as Advanced Placement (AP) from College Board, Cambridge International Education (CIE), or the International Baccalaureate (IB) Diploma Programme. Links are available in the Advanced Programs area to access a variety of resources, information, and materials about AP, CIE, and IB.
Crosswalks can inform our work with students as they progress through a K-12 World Language sequence and complete requirements for graduation, the World Languages portion of the GLE (NC's Seal of Biliteracy), the Credit by Demonstrated Mastery (CDM) process, and so on. The NCDPI Global Education Steering Committee manages North Carolina's International Partnerships, or Memoranda of Understanding (MOUs), with China, France, and Spain. Information from the International Agreements webpage is shared in this area to support World Language educators.
