SIS Conference Call for Proposal

SIS Conference Call for Proposals

COORDINATORS, WE NEED YOU!

 

The NCDPI Digital Teaching and Learning Home Base Team will host the Student Information Systems (SIS) Conference at the Raleigh Convention Center on October 27-28, 2022. 

We listened to your requests and now we are responding!  We would like to offer over 100 sessions of SIS related content for our SIS audience, but we cannot do this without you.

What is your area of expertise?  Attendance? Scheduling? Reporting…we need it!  We want to make this a great learning and fun event, and your valuable knowledge and experience will make this conference just that.

Proposals are being accepted now through September 20.  Please submit all proposals to bit.ly/sisproposals.  If there are sessions you would like to see presented at the conference, please email the Home Base Team at home_base@dpi.nc.gov.

The Home Language Field in Online Enrollments

A home language survey (HLS) must be administered to all students upon enrollment. This HLS is the first of three steps to identify whether a student qualifies as an English learner (EL).  The HLS must be administered to all students upon enrollment and is used solely to offer appropriate educational services

 

The home language field in PowerSchool is authoritative to English learner screenings and is only completed when Screening scores are added to PowerSchool by the ESL staff. While you are required to ask the question about home language in enrollment, please deactivate it in your electronic imports into a student record in PowerSchool.  

 

The field will be updated when a student is screened for ESL services. If you have any questions, please reach out to susan.walz@dpi.nc.gov.

NCDPI's Migrant Education Program (MEP) and PowerSchool

Please read the message below from the NCDPI’s Migrant Education Program (MEP) division for clarity on the definition of migrant students and who is responsible for handling their data in PowerSchool.

The Migrant Education Program (MEP) provides educational and supportive services to migrant children between the ages of 3 to 21 years old who are enrolled in your district. Migratory children are those who move from district to district and from state to state with their parents who work in agricultural related jobs. To keep all their information and data in a centralized location, NC MEP at DPI created the Migrant School in PowerSchool (PS). This is not a “physical” school, but a place to save all the students’ MEP information.

NC MEP has three regional data specialists who are responsible for entering all the information into PS. This information is given to them by one of the NC MEP regional recruiters who are responsible for finding eligible migrant families in your district. These data specialists continually monitor the information in PS, as it relates to migrant children only, for accuracy.

 

As a courtesy request, the NC MEP at DPI is respectfully asking districts not to modify, add, or change anything in the Migrant School. If there are data entries that appear to be in error or are questionable, please contact the NC MEP at DPI.  This will prevent data specialist from having to correct erroneous data entries that may have been entered by district personnel.

System Update

CRDC Contacts in EDDIE Due October 1

The Office of Civil Rights Data Collection (CRDC) will be conducted in the 2022-2023 school year.  Data for the collection is from the previous year (School Year 2021-2022).   

 

To date, the Federal government has not published an official start date.  The NCDPI will notify PSUs once an announcement has been made. 

 

NCDPI would like to make sure that we have the most accurate contact information for your PSU’s Civil Rights data coordinator.  Please update EDDIE with two CRDC Coordinator contacts by October 1, 2022.  PSUs are also strongly advised to verify or update the Student Information Coordinator contact as well. 

 

Instructions for creating Staff Entries (Roles) in EDDIE are in the Help Using EDDIE section of the NCDPI website. 

 

Note:  PSUs which were not open in the school year 2021-2022 are not required to participate in this collection.

PEBT Attendance Code Reminder

P-EBT will continue into the fall of the 2022-2023  school year.  As of now, it is uncertain how long these benefits will continue to be provided; however, until further notice, the benefits will be provided only to students enrolled in schools that are approved to participate in the National School Lunch Program.

P-EBT eligible students are those students that qualify for free or reduced-price meal benefits or attend a CEP school. Students will be reimbursed based on the individual attendance records with the attendance codes of 1D Quarantine and 1R Present Off-site.


Bell Schedule PMR/Association

As we begin a new school year, it is important to remind you of some necessary setting requirements. Within your bell schedule, it is important that you have only your instructional expressions counting towards ADA. Non-instruction periods (expressions), such as lunch and homeroom should not have the “Counts for ADA” box selected. Please review all expressions at all schools to ensure your ADA settings are accurate.

In addition, for the PMR to calculate ADA/ADM accurately, it is important that each school ONLY have ONE single Bell Schedule selected to be used for PMR calculations. Please review your bell schedule settings by clicking on the bell schedule name (not edit bell schedule).

Reporting

Common Follow-up Report

The current version of the Common Follow Up report contains programming errors.  DPI has been working with PowerSchool to fix the errors.  A new version of the report will be installed to production during the September maintenance weekend, September 16th, that will fix many of the errors.  There are a few issues that will still need to be addressed at a later time.  Below are the list of known issues:

 

  1. Graduates that were previously retained are showing the retention exit code instead of the W6 exit code.
  2. In some cases students do not appear in the Enrollment report at the District level.  These students do show at the School level.
  3. In some cases Credit Recovery courses are not showing on the Courses report.

 

Please do not run or approve the Common Follow Up report until after the new code has been applied to production.  We are going to ask PowerSchool to do an auto run of the report after the maintenance weekend.

School Start Time and End Time Collection

The Fall School Start-Time and End-Time Collection is due September 15, 2022, and should be approved at the school and district level in PowerSchool. Prior to running this report, remember to enter the school start-time and end-time in PowerSchool.

Summer Withdrawals

As a reminder to all PSUs, please continue to withdraw No-Show students as summer No-Shows, using your summer withdrawal dates.  Remember to change the start date to your summer date in July, then transfer out of school using that same July date.

Withdrawing a student on their current start date, although it is still technically a No-Show withdrawal, runs the risk of having overlaps with a current enrollment in another district who may have already started.  These overlaps will cause issues in downstream systems, e.g., ECATS, where the student only gets uploaded to the school with the most recent start date, regardless of status.  

 

A No-Show for the beginning of the school year should always use the summer No-Show dates, and always remember to change the entry date, so it's the same as the withdrawal, and clear the Scheduling Setup screen, so the next PSU will have no issues in Transferring Student Records

Update:  2022-2023 PMR Change – Coming Soon

PMR Certification Statement

This is a new addition to the PMR approval process in PowerSchool. Before approval, PMRs are to be reviewed and signed by the school principal. The new certification will serve as acknowledgement and certification by the school principal or the principal’s designee. The update is expected to be in PowerSchool by the close of the Month 1 PMR.

We anticipate that this change will be implemented into production during our next maintenance weekend (Sept. 16-19).  Users who have previously approved any PMR runs will need to be unapproved and certified. The unlock request will be submitted by Student Accounting.  NCDPI will notify users once the PMRs are unlocked.

Reminder

Reminder:  FTE School

NCDPI would like to inform all PSUs that the DPI FTE school should not be used as a holding school during the school year and there should not be any student records in this school within your instance. This school may be used as a temporary holding school during the EOY process, but students must be moved back to their previous school and transferred out as a no-show within your instance after EOY. Failure to remove these students causes double enrollment in ECATS, resulting in record transfer issues.

Reminder:  ECATS Beginning-of-Year (BOY) including Graduation Data

ECATS has returned to its normal file schedule and is importing 2022-2023 school data. Please remember that a higher volume of transfers due to BOY is occurring, and record transfers in ECATS could take longer than usual.

 

The process to update graduation data in ECATS has been completed. Students who have graduated have been exited in ECATS. Districts may now select the Modified Exit Reason for the 2021-2022 Exit Count and these students will no longer appear active in ECATS. If you find a student has not been exited, please have your ECATS Designee submit a Zendesk ticket.


Home Base Meet Ups

HOSTING SITE NEEDED!!!

 

Thank you, PSUs, for volunteering your locations for our face-to-face 2022-2023 HBMUs. We are now down to one date that needs to be filled:  

 

Remaining Date and Needed Region - May 4 (NE/SE)

 

The Home Base Team will begin the September HBMUs in the eastern part of the state and travel west throughout the week.  The team will begin the May 2023 face-to-face meetups in the western part of the state and travel east throughout the week.  If you would like to be a hosting site for one of the remaining face-to-face meet ups, please complete the HBMU Hosting Form.  

The calendar of HBMU events has been provided below.  Please mark your calendars accordingly and make note of the format (virtual or face-to-face).  You may also visit our Events Calendar on the website for dates and locations.

Reminder:  Fall 2022 ACT WorkKeys Testing: How to Identify CTE Concentrators

It is time to identify students who qualify to participate in ACT WorkKeys testing for the 2022-2023 school year. The following steps will ensure that eligible students are identified for testing.

 

 

  • Note that the first date-sensitive action is to Run the CTE Concentrator Calculation Report on September 1, 2022 and validate concentrators.
  • The next date-sensitive action is that DPI Office of Accountability and Testing will pull the concentrator data on September 7, 2022 to build the student enrollment file to load for WorkKeys fall testing.

           1.  Secure a current CTE Concentrator Calculation Report (CCR).

                a.  Log in to PowerSchool

                        i.  Select School

                       ii.  Select 2022-2023 school year

               b. PowerSchool > State Reports > CTE Concentrator Calculation

                       i.  Select Run to get current calculation (First Run should happen on September 1, 2022).

                      ii.  Select Review to view report

                     iii.  Select CTE Views and Concentrator Calculation

                      iv.  Export File to produce a spreadsheet for analysis

         

          2.  Validate Concentrators

                a.  Compare student concentrator status with the courses they have completed based on a current transcript.

                b.  To be a concentrator, the student must have the

                      i.  Foundational Prerequisite (if required),

                     ii.  the Prerequisite, and

                    iii.  the Concentrator courses as defined by CTE and displayed in How Things Count which is located in the NC CTE Admin portal.

 

         3.  Identify students for ACT WorkKeys testing using the 2022-2023 validated CTE Concentrator file created in steps 1 and 2,

               a.  Include students in grade 12 or 13 and any student in grade 11 who is on track to be an early graduate.

               b.  Include Concentrator = Y and Potential Concentrators (Pathway with +) students

               c.  Exclude OCS/ECS = Y (unless the student is an override-in)

Reminder:  Home School Students 

Local boards of education who choose to admit students for a portion of the school day who are enrolled in home schools must develop policies related to the admission and attendance of those students. Home school students are to be enrolled as Visitor, VST1 or VED1.

Reminder:  Legal Names in PowerSchool

It has been brought to the NCDPI Home Base Team’s attention that some PSUs are entering the suffix of a student’s legal name (e.g., Jr., III, etc.) in the last name field of PowerSchool.  This causes errors in third party systems that pull this information from PowerSchool (e.g., ECATS, etc.). 

 

To avoid downstream errors, please use the appropriate fields when entering a student's name in PowerSchool.  For more information on how to enter legal names and preferred names, visit the quick reference document, PS Guidance: About Legal and Preferred Name.

Attendance Reminders

The NCDPI Home Base Team is looking forward to a brand new year, and with that, please remember that taking accurate daily attendance for students is essential.  Attendance guidelines can be found in the NC SASA Manual. 

 

As policies change and new codes are added to meet those changes, it is imperative to review attendance data on a regular basis to ensure proper attendance coding.  Financial Service and Business states that to be considered in attendance, a student (except for hospital/homebound or staggered kindergarten) must be present in the school for the school day or at a place other than the school with the approval of the appropriate school official for the purpose of attending an authorized school activity. Such activities may include field trips, athletic contests, student conventions, musical festivals, or any similar approved activity.

Except as noted above, a student must be present at least one-half of the school's instructional day in order to be recorded present for that day.

 

NC General Statute 115C-378 states in part that no person shall encourage, entice, or counsel any child of compulsory school age to be unlawfully absent from school.

 

If a student is exempted from an exam and is not present in the school for the school day or not at a place other than the school with the approval of the appropriate school official for the purpose of attending an authorized school activity, the student is absent.

Homebound/Hospital Attendance Code

A new H/H Attendance Code is now live in PowerSchool as of July 1, 2022. The attached technical assistance guide is intended to illustrate appropriate use cases for this code, provide responses to the FAQs submitted since announcing the upcoming release of the code, and an explanation of the documentation necessary to support a homebound/hospital placement through medical necessity or IEP Team decisions. Please be aware that this information is also being shared concurrently with other appropriate district personnel.

  1. Enter in the beginning date of Reading Camp and enter in the ending date of Reading Camp.  2. Enter in the total number of days students attended in the days present field.

Feedback from PSUs identified a need for resource hubs for the Home Base products. The product managers have created Admin Resource Courses for each area. These resource courses are located in the NCDPI Canvas instance.

Please visit these courses.  Below are the steps to enroll:

    • Sign in to the Blue Canvas icon within NCEdCloud
    • Using the Global Navigation (on the left), click the Home Base Resources button
    • On the menu that opens, select the course(s) you would like to enroll into
    • After enrolling, the course will appear on your Canvas Dashboard

Any PSU PowerSchool SIS admin who does not have access to the NCDPI “Blue” Canvas located in the NCEdCloud portal and would like to have access or grant access to data managers within their PSU, please complete the form below.  In this form, you can enter up to 5 accounts manually or upload a CSV/Excel file if you have more than 5 account requests.
