NCDPI's Office of Academic Standards serves as the authoritative source for the review, revision, and support for the implementation of state content standards in the North Carolina Standard Course of Study (SCOS).
During the 2022 - 2023 school year, three content areas (Arts Education, Guidance, and World Languages) will be in the review phase as outlined on pages 11 - 17 in the North Carolina SCOS Internal Procedures Manual.

2022 - 2027 Timeline
The following are projected timeframes and subject to change.
Review Phase: 2022 - 2023
- Surveys for individual stakeholders and for local PSU teams
- Regional focus groups
- Interviews
- Research about policies, legislation, best practices, other standards, educational research, and trends from business/industry
- Data Review Committee (DRC)
- State Board of Education (SBE) approval to move to Revision
Revision Phase: 2023 - 2024
- Standards Writing Team (SWT)
Note: Individuals cannot serve on both the DRC and the SWT.
- SWT creates Draft 1 of new standards and Standard-by-Standard surveys used for feedback
- DRC compiles feedback for SWT
- SWT creates Draft 2 and general feedback survey used for input
- DRC compiles feedback for SWT
- SWT creates Draft 3 to present to SBE for discussion and approval
Installation Phase: 2024 - 2025
- New standards provided to all stakeholders
- NCDPI prepares statewide professional development
- PSUs develop plans for rollout of new standards in local curriculum
Initial Implementation Phase: 2025 - 2026
- New standards used in all K-12 classrooms
- PSU rollout of local training and curriculum writing
- NCDPI facilitates statewide training with materials and support documents for new standards
Full Implementation Phase: 2026 - 2027 and beyond
- Professional development at state and local levels expanded and shared with lessons learned
- NCDPI and PSUs collaborate to identify and address needs
- Annual needs assessment survey deployed to collect data on implementation and future needs
Launching the Review Phase
- Surveys for individuals and teams will be available for 5 - 8 weeks
- Regional focus groups and interviews will be conducted virtually over 4 weeks
- Applications for the Data Review Committee (DRC) will be open for 3 weeks
Data Collection
NCDPI facilitates the standards review phase with the input of stakeholders using surveys, focus groups, and interviews. A Standard-by-Standard survey for individuals will be available to all stakeholders through listservs, social media, partner organizations, etc. A Standard-by-Standard survey for teams will be sent to *World Language leaders of public school units (PSUs) so that they can convene local teams and complete the survey together.
*Please see the Statewide Directories on the NCDPI World Languages Networking page for the lists of World Language leaders for PSUs, including districts, charter schools, lab and regional schools, and DL/I programs. These lists are verified annually and are updated on an ongoing basis.
The World Languages team provides copies of the current standards to members of the focus groups and individuals selected for interviews so that they can review details in advance of the sessions. They respond to a predetermined set of questions, which can be viewed on page 13 of the North Carolina SCOS Internal Procedures Manual.
Research
NCDPI conducts contemporary and current research on standards for the content area being reviewed. This research is intended to inform the review process through the collection of related State Board of Education or SBE policies, federal and state legislative requirements, best practices, and benchmarking/crosswalking with state, national, and international standards. Research findings are shared with the Data Review Committee, once selected, to be reviewed and analyzed along with the data collected from surveys, focus groups, and interviews.

Data Review Committee (DRC)
The Data Review Committee (DRC) ensures that a range of stakeholders with various professional and personal interests are involved in the review of the data collected about the current standards. The DRC involves educational leaders and community members from across the state’s eight regions, with varying perspectives and experiences regarding the current Standard Course of Study, the North Carolina World Language Essential Standards.
DRC members are selected using a clear process of solicitation, application, screening, and approval. Their review of the data and recommendations helps drive both the review and revision phases, so individuals chosen for the DRC cannot serve on the Standards Writing Team (SWT) that is convened during the revision phase.
