US Secretary of Education, Miguel Cardona, and US Congresswoman Alma Adams, met with NC State Board of Education Chair Eric Davis, and Freebird McKinney during the Secretary's visit to Johnson C. Smith University and Paw Creek Elementary School in Charlotte on Monday, July 12, 2021. Secretary Cardona and Rep. Alma Adams spoke to Chair Davis and Freebird McKinney about the many initiatives of NC Superintendent Catherine Truitt, and the Department of Public Instruction team and how they are supporting NC Public Schools and our students. The staff at Johnson C. Smith did an amazing job hosting Secretary Cardona and Rep. Adams.
Cardona’s message throughout the visits centered on three topics:
- The vision for the Build Back Better plan and its impact on schools.
- The proposed $45 billion in investments for Historically Black Colleges and Universities (HBCUs) in Biden’s American Families Plan.
- Summer enrichment programs.
The UNCC Cato College of Education Faculty and Staff did an incredible job providing an insightful day spent learning about the current recruitment/retention initiatives serving the students. Inspired by the Teacher Quality Partnership (TPQ) Grant, Career and Technical Education Center (CTEC), Teacher Excellence Initiative (TEI Initiative), and the Teacher Assistants (TAs) to Teachers Program. Laura Cathey Hart's partnership and leadership was instrumental in continuing to build collaboration as we work together to transform the NC Teacher Pipeline.

Teacher Talks: Recruit & Retain
The District Visits and Voices team travelled to six counties to meet with teachers and administrators in the Western and Northwestern regions. The focus throughout each of these visits remained on educators and the work being done in order to recruit and retain teachers in North Carolina. Cherokee county capitalized on its Curriculum Engineers initiative that was created early during the COVID-19 pandemic. Cherokee county’s Curriculum Engineers are lead teachers for content across the county, which creates professional development opportunities for them. Montgomery county’s alignment with its local community college and educator preparation program (EPP) builds culture and puts education at the center of the community.

State Board of Community Colleges | Teacher preparation articulation agreement, performance measures, and more
Articulation agreement for teacher preparation programs
The State Board of Community Colleges approved the proposal for a uniform articulation agreement between the University of North Carolina System Educator preparation programs and the North Carolina Community College System Associate in Arts Teacher Preparation and Associate in Science Teacher Preparation programs.
During the programs committee meeting, Kim Gold, senior vice president and chief academic officer of NCCCS, reminded the Board that in the 2017-18 academic year there were 1,621 teacher vacancies in North Carolina public schools.
“Community colleges have a big role to play in filling those vacancies,” Gold said.
Gold told the Board that the agreement took many conversations and real work in partnership, but they brought it across the finish line.
“I really appreciate our UNC System partners for coming to the table. There’s a lot required to become a licensed teacher in North Carolina because it’s a very important position,” said Gold.
As of May 2021, 50 community colleges offer the Associate in Arts in Teacher Preparation and Associate in Science in Teacher Preparation programs. The UNC System has 15 participating institutions.
The UNC System will meet July 21-22 and is expected to vote on the articulation agreement.
The North Carolina Community College System and the North Carolina Independent Colleges and Universities signed the Teacher Education/Educator uniform articulation agreement in November 2020.
