Budget Negotiations - Agreement Reached
- Senate leaders are aiming to release their budget proposal for votes during the week of June 21st
-
FY2021-22 expenditures will total a maximum of $25.7 billion, a 3.45% increase
- FY2022-23 expenditures will increase by 3.65%, to not exceed $26.7 billion.
"The agreement dedicates at least $4.2 billion in new capital spending funded through the State Capital and Infrastructure Fund to support critical needs across the state, including several transformational projects."
- The $25.7 billion figure does not include payments for the state’s debt service, which will come from the State Capital and Infrastructure Fund.

The American Rescue Plan (ARP) Elementary and Secondary Schools Emergency Relief (ESSER III) Fund Fund provides nearly $122 billion to states to help safely reopen and sustain the safe operation of schools and address the impacts of the coronavirus disease 2019 (“COVID-19”) pandemic on the Nation's students by addressing students' academic, social, emotional, and mental health needs. Of this amount, NC received $3.6 billion.
The NC State Plan outlines how the the state will implement the grant program and track its outcomes.
The NC Department of Public instruction invites you to review the plan and provide comments no later than June 18, 2021 5:00 p.m. EDT.

Public Bill- Legislation enacted into law that applies to the public at large
Local Bill- Legislation put into law that has limited application (How many counties)- Local bills do not have to be signed by the governor
Sponsor- The legislator who presents a bill or resolution for consideration
Resolution- A document that expresses the sentiment or intent of the legislature or a chamber. Resolutions, when finalized, go to the Secretary of State
