NC SBE Director of Government and Community Affairs
Welcome to this edition of the NC State Board of Education's Legislative Update.
We hope this update finds you well - happy and healthy. We just completed the NC SBE's Fall Planning and Work Session, and I could not be more proud to serve the NC State Board of Education, and its members, as well as NC Public Schools, its students, families, and communities. There is a deep appreciation for the continued leadership of our Chair and Vice Chair, as well as the committees and their leadership. Also, we are greatly indebted to DPI’s partnership and leadership, and of course, my friend, mentor, and our director, Dr. Deanna Townsend Smith.
Only in our collective partnership will we transcend the immediate issues of COVID-19’s impact on NC Public Schools and provide the resources needed to make our schools whole and revitalize the spirit our communities require to move NC Public Schools- “Beyond Normalcy.”
In closing, I would like to share the sentiments of Gates County Superintendent, Dr. Barry Williams. As board member, Jill Camnitz, and I travelled around Gates, Perquimans, and Hertford Counties, last week, we were amazed by the level of love and dedication by all of the faculty, staff, and district leadership from which we had the honor of meeting, listening, and learning; Experiencing their efforts, first hand, continued to allow us the understanding of how much our communities are dependent on our educators and their level of devotion. As we ending our visit, Dr. Williams, stated, "Please, let the State Board know, that Gates County Schools' teachers are phenomenal hard working, resilient, driven, innovative, creative, hustlers, competitors, motivated, focused, energetic, enthusiastic, determined, optimistic, curious, inspiring, spirited, durable, compassionate, and most definitely team players."
These are the actions that we are asked to uphold and protect, that we are resolved to continue, but also disrupt through necessary change: student academic success, a statewide culture of equity and inclusion; building capacity in the development and support of our classroom and school leaders; a commitment to the mental health and well-being of our students, teachers, and staff; and partnering with our communities in the collective effort of promoting post-secondary success. This is our commitment, our duty, our cause . . . and this is such a moment.

COVID-19 State and Federal Funds Overview
UPDATE - Remote Instruction Surveys
COVID-19 has caused a greater focus on remote instruction and learning. NC was granted $17.6 million grant to study and develop remote instruction resources for our state.
In coordination with this grant, districts should look out for and respond to these surveys directly centered on remote learning to provide insight into student and educator experiences last year and this year. The surveys will be conducted in partnership with Education Policy Initiative at Carolina (EPIC).
The goals of the survey are to identify successful remote learning approaches, identify key barriers to student engagement, identify where more support is needed and to understand how to meet the needs of the whole child.
We encourage all districts to participate.

From the Field...Strategies and Lessons Learned in Communicating During the COVID-19 Pandemic
COVID-19 Communications Team led by Jessica Swencki of DPI and Rebecca Planchard of DHHS hosted “From the Field...Strategies and Lessons Learned in Communicating During the COVID-19 Pandemic”. This was a time of collaboration and collectively providing consistent communication on COVID-19 as guidance is released. Public Information Officers (PIO’s) and district communication strategists focused on transcending COVID-19’s impact on our communities and for providing the “lighthouse” needed to go #beyondnormalcy as we move forward across our state.

Application and Selection Process
- All applications must be submitted online by 11:59PM (EST) on Monday, January 11, 2021. Applications that are incomplete, including those that do not include all necessary documentation, will not be considered.
- All applications will undergo an initial screening to verify eligibility. Applicants will be notified by email if their application is deemed ineligible.
- Eligible applications will move forward for evaluation by the North Carolina Teaching Fellows Commission, who will select the applicants that will be invited for a finalist interview. Invitations to finalist interviews will be sent by the end of February.
- Following the interviews, the NC Teaching Fellows Commission will conduct a final review to select those finalists who will be offered a Teaching Fellows award. All those offered an award will be notified by email by April 1, 2021.
- Awardees must accept or decline their award by 11:59PM (EST) on May 1, 2021.

- The $2 trillion economic relief package provides assistance to workers, small businesses, families and state and local governments.

COVID-19 Response For North Carolina Public Schools
The COVID-19 Response for North Carolina Public Schools, issued by the North Carolina State Board of Education and Department of Public Instruction, provides guidance to public school leaders in response to school closures resulting from the COVID-19 public health emergency.
Gov. Roy Cooper directed the North Carolina State Board of Education (SBE) in collaboration with the Department of Public Instruction (DPI) to develop a plan to:
- Ensure access to a quality education for students through the remainder of the school year;
- Provide students with remote learning while school buildings are closed; and
- Ensure that all school employees – including janitors, bus drivers, teaching assistants and cafeteria workers -- will work in safe environments and be paid.

Biennium- A two-year term of legislative activity
Public Bill- Legislation enacted into law that applies to the public at large
Local Bill- Legislation put into law that has limited application (How many counties)- Local bills do not have to be signed by the governor
Sponsor- The legislator who presents a bill or resolution for consideration
Resolution- A document that expresses the sentiment or intent of the legislature or a chamber. Resolutions, when finalized, go to the Secretary of State
