CHARTER SCHOOLS:  DID YOU KNOW?

 

Did you Know? Any revisions to your school’s Board of Director bylaws need to be sent to OCS and processed as an amendment. Bylaws are incorporated into the original charter application and updates need to go through our office for school records. These amendments are required by SBE Policy CHTR-014. Many grievances arise out of a board’s improper bylaw modifications. Protect your board by following SBE policy. If you have further questions or would like to submit an amendment, please contact Ashley Baquero at Ashley.baquero@dpi.nc.gov.

NCCAT Conference:  Advocacy & Best Practices - The Charter School Connection

Join us in Cullowhee, NC on January 28-31, 2019 for the annual NCCAT Charter Conference. This program, designed specifically for charter school teachers, will focus on teacher leadership through advocacy, best practices, and school growth. We will explore how teachers can better advocate for their specific school and charters in general, and how to utilize your own leadership style to help support school initiatives. Teachers will learn best practices in STEM, literacy development, and digital learning and discuss ways to model these practices in your schools.

Planning Year Sessions for Board Members

 

Board members from charter schools that are opening in 2019 are required to attend 5 face-to-face Planning Year Sessions from September to January.  The school leader and some of the board members are also required to attend the New Charter School Leaders Institute in June.  As a customer service, the Office of Charter Schools continues to open up these sessions to all charter schools.  If you have a new school leader and/or a new board member interested in attending any of the sessions, he or she must register to attend.  Please note the schedule below:

Office of Civil Rights Data Screens Available in PowerSchool

 

Please inform other staff as appropriate. 

 

Note:  LEAs, Charters and schools that were not open in the school year 2017-2018 are not required to participate in this collection. Data for the collection is from the School Year 2017-2018.

 

Important:  LEAs and Charters that use third party software to collect data specific to the CRDC collection that are not integrated into the PowerSchool instance are responsible for providing that data to the OCR. 

 

PowerSchool CRDC Screens Available for Update

Three screens, specific to the CRDC are now available in PowerSchool.  LEAs and Charters are advised to begin updating these screens prior to the release of the SY 2017-2018 PowerSchool CRDC Preview reports.  Documentation is located: http://www.ncpublicschools.org/data/management/ocr/webinars/

 

Documentation to support the collection process:

  • Federal level LEA and School Forms These guiding documents are the key to understanding the data collection.  Print or download these forms to use throughout the reporting process.
  • 'Preparing for the CRDC' This DRAFT document describes the North Carolina process for preparing for the Civil Rights Data Collection.  Use the 'PowerSchool Functionality for the CRDC' section of the document to begin the set up processes for generating the PowerSchool CRDC Preview Reports.

 

Important: the PowerSchool CRDC Preview report will not be updated for the 2017-2018 until the December maintenance weekend.

Webinars and Workshops

 

Preparing for the Civil Rights Data Collection - webinar

These two-hour sessions will provide a PowerSchool demonstration specific to the CRDC, tips for successful validation and an opportunity to discuss the NC DPI schedule for data upload to the Federal Submission Portal. Users will also have the opportunity to ask about PowerSchool functional processes. Session times are from 1pm - 3pm.

CRDC Workshop:  Real-time-assistance at the NC DPI LABS

CRDC Workshops are not webinars.  Labs are designed for district level staff working on the Office of Civil Rights Data Collection to get assistance with PowerSchool set-up in real-time.   Two staff members from an LEA and Charters may attend.  The NC DPI training room will be open from 9am to 4pm and staff are welcome to attend as their schedule allows.

Last month we celebrated with over 800 schools like Bridges Academy who were recognized at the Positive Behavior Intervention Support (PBIS) Ceremony. These schools were recognized for being in various stages of implementation of tiered behavior supports. While each school designed a system that reflected the needs of their students and staff, all schools had consistent features:

 

  • A focus on actively building internal capacity to support the implementation of an MTSS
  • School-based teams that partner with grade-level and district teams to ensure the appropriate systems, data, and practices are in place
  •  Professional learning that is aligned with developing a well-defined core, robust supplemental standard protocols, and individual problem-solving
  •  
  • Staff working towards fluency with the critical components of MTSS
  • Consistent widespread demonstration of best practices in the area of behavior

           

Each of these features is supported through the MTSS Modules, therefore, we encourage your leadership team to lean into the resources and networking opportunities within your cohort structures. If you are not yet part of an MTSS Cohort but would like to investigate this opportunity, please contact karmen.mills@dpi.nc.gov. If your team would like additional support, please contact your IABS Consultant .

December 2018 Periodic Child Count Submission Schedule

The December 2018 child count for children with disabilities will be transmitted through CECAS based on the submission dates as listed in the table below.

EC Directors must review the child count, prior to submission, for errors such as duplicate records, incorrect age, grade, setting and disability. All of this information is available to daily users on the Periodic Count Export Student List in CECAS. Please remember that when certifying the Child Count, the EC Director is assuring that all data submitted is accurate.

The Special Education Child Count Verification form (for those LEAs whose EC Director does not actually do the CECAS submission) is available in the "Memorandums and Official Communications" of the Downloads Tab on the CECAS Information Site. Please note that EC Directors will now be sending this form to the Special Programs and Data Team.

If you have any questions regarding this or any other CECAS issue, please contact your Regional Trainer. If you cannot reach your Regional Trainer, contact the Help Desk at (919) 807-4357, press 3 then 1 for CECAS.

Required Immunization and Health Assessment Report

 

Immunization and Health Assessment Report Due

As a reminder, All North Carolina public and public charter schools are required annually to report on the status of Health Assessments for new students (§ 130A-441(c)), and the Immunization status of all students in Kindergarten and in Seventh Grade (G.S. 130A-155(c)). Please remember that every school (middle and high schools included) must report on the health assessment status even if reporting zero.  Students are required to be compliant with regulations within 30 calendar days of school admission. Reporting is mandated within 60 calendar days after commencement of the new school year.

 

At this time, only 68 Charter Schools have completed the report.  Thank you to those that have fulfilled this requirement.

Please click here to download a hard copy of the blank Kindergarten Immunization Report or click here to download a copy of the blank 7th Grade Immunization Report. Please use these blank forms to prepare your responses before entering your responses online.
