K12 Education Legislation Update

Vision Statement:  Every public school student, through access to needed resources and rigor, will graduate ready for post-secondary education and work, prepared to be a globally engaged and productive citizen.


Mission Statement: The State Board of Education will use its constitutional authority to lead and uphold the system of public education in North Carolina that guarantees every student in this state an opportunity to receive a sound basic education.

2018 Second Extra Session

Constitutional Amendments

The legislature returned on Friday, August 24 by Proclamation to amend the ballot referendums regarding the Constitutional Amendments, Nonpartisan Judicial Merit Selection Commission (HB 3) and Bipartisan Ethics and Election Enforcement (HB 4) on the November ballot. These bills have been referred to Senate Rules for debate on Monday. The new proposals are not subject to gubernatorial veto under the state constitution.

Nonpartisan Judicial Merit Selection Commission: HB 3 - Provides a lengthy ballot description of the appointments process that will read: Constitutional amendment to change the process for filling judicial vacancies that occur between judicial elections from a process in which the appointment is solely at the will of the Governor to a process in which the people of the State will nominate individuals to fill vacancies by way of a commission comprised of appointees made by the judicial, executive, and legislative branches charged with making recommendations to the legislature as to which nominees are deemed qualified; then the legislature will recommend nominees to the Governor via legislative action that would not be subject to gubernatorial veto; and the Governor will appoint judges from among these nominees."

HB 3 will be vetted in Senate Rules on Monday, August 27 at 1:00 p.m.

 

Bipartisan Ethics and Election Enforcement: HB 4 - The new ballot referendum would read: Constitutional amendment to establish an eight-member Bipartisan Board of Ethics and Elections Enforcement in the Constitution to administer ethics and elections law. HB 4 will be heard in Senate Rules on Monday, August 27 at 1:00 p.m.
