Charter School Advisory Board June Meeting


The North Carolina Charter School Advisory Board met June 11, 2018 in the 7th Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.


The agendas are available on the State Board of Education’s (SBE) website under the Meetings tab. The meeting was audio streamed for those who could not attend.


During this meeting the CSAB heard applicants for the Heritage Collegiate Leadership Academy assumption, approved changes to the CHTR-007 Renewal Policy, and interviewed eight schools as part of the Ready to Open process.

Update

Reflections from Mr. Steven Walker, Charter School Advisory Board (CSAB)


Dear Charter Leaders-


We just finished a historic meeting of the Charter Schools Advisory Board.  For the first time since the law was changed to allow the assumption of low performing charter schools, the Charter Schools Advisory Board has recommended a school for assumption.


We recommended that a new board assume the charter of Heritage Collegiate Leadership Academy in Bertie County. We wish the new group success and hope that they will provide a quality education choice for the parents and students in Bertie County.


We also spent time speaking to schools set to open this fall. The vast majority of the schools are ready to open, and we were able to set some parameters for those who were lagging slightly behind.


The Ready to Open process (RTO) has been very successful in making sure that schools do not open their doors until they are ready for success. 


We have often stated that there is nothing wrong with a charter school delaying its opening to make sure that things are right.  A great education is more of a marathon than a sprint. 

 


Heritage Collegiate Leadership Academy Assumption Proposals


The CSAB heard proposals from two groups seeking to assume Heritage Collegiate Leadership Academy.


The first applicant was Global Education Resources, LLC and the second applicant was Charter One and Charter Success Partners.



The CSAB commended both groups for their hard work in preparing quality proposals in such a short time span.


Ultimately, the CSAB voted to recommend to the State Board of Education that Global Education Resources, LLC move forward in the assumption process.

Performance Committee


The CSAB continued its work of discussing and reviewing several State Board of Education policies and the impact on charter schools.


This month the CSAB voted to send revisions to the CHTR-007 Renewal Policy to the State Board of Education for approval. 


Those revisions will be presented for discussion at the August 2018 State Board of Education meeting.
