2018 Renewal Schools Receive Renewal Recommendations


The North Carolina Charter Schools Advisory Board (CSAB) met Dec. 11-12, in the 7th Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.
 
The agendas are available on the State Board of Education’s website under the Meetings tab

 

During this meeting the CSAB finalized its review and discussion for 11 schools with charters expiring June 30, 2018. The CSAB commended many of the schools receiving a 10-year charter recommendation as they were exceeding academic expectations as outlined in statute. 

 

The renewal recommendations which will be forwarded to the State Board of Education (SBE) at its January 2018 meeting were as follows:

 

 

  • Brevard Academy - CSAB recommended a 10-year charter renewal


  • East Wake Academy - CSAB recommended a 10-year charter renewal


  • Endeavor Charter - CSAB recommended a 10-year charter renewal


  • Franklin Academy - CSAB recommended a 10-year charter renewal


  • Healthy Start Academy - CSAB recommended a 3-year charter renewal


  • Lake Norman Charter School - CSAB recommended a 10-year charter renewal


  • Lincoln Charter School - CSAB recommended a 10-year charter renewal


  • River Mill - CSAB recommended a 10-year charter renewal


  • Success Institute - CSAB recommended a 3-year charter renewal


  • Triad Math and Science Academy - CSAB recommended a 10-year charter renewal


  • Woods Charter - CSAB recommended a 10-year charter renewal

Charter School Application Reviews/Interviews

 

The CSAB  conducted its interview phase for 6 of 29 applicants proposing to open in 2018-19 and 2019-20 on December 11, 2017.  The schools appearing before the CSAB and their recommendations are as follows:

 

  •  Achievement Charter Academy - NOT recommended

 

  •  Apprentice Academy HS of NC - RECOMMENDED to the SBE for Acceleration

 

  •  Hobgood Academy Charter School - NOT recommended

  

  •  Mountain Island Day School -RECOMMENDED to the SBE for Acceleration

  

  • Movement School East - RECOMMENDED to the SBE 

 

  • Steele Creek Preparatory Academy - RECOMMENDED to the SBE 

 

The acceleration recommendations will be forwarded to the State Board of Education (SBE) at its January 2018 meeting. All other recommendations will be forwarded to the SBE after the CSAB concludes its application reviews and interviews.

 

CSAB committees conducted clarification reviews/interviews at its December 12, 2017 meeting for 7 of 29 applicants proposing to open in 2019-20. The applicant groups below forwarded to interview will receive a full one-hour interview with the CSAB at its January 2018 meeting. 

 

  • Bishop George W Brooks Academy - forwarded to interview

 

  •  MINA's Place - forwarded to interview

 

  •  Carolina Experimental School - NOT forwarded to interview

  

  • Ridgeview Charter School - forwarded to interview

  

  • CE Academy - NOT forwarded to interview 

 

  • Clara Science Academy - forwarded to interview


  • Kaleidoscope Charter High School - forwarded to interview

 

Additionally, the CSAB will conduct its third round of reviews and clarifications for 9 of 29 applicants proposing to open in 2018-19 on January 9, 2018. Attached below is the approved application timeline and process which details what happens with each phase of the application process for schools proposing to open in 2019-20. The Office of Charter Schools maintains a progress chart on its website to detail decisions made by the CSAB and State Board of Education.

Reflections from Mr. Steven Walker, Vice Chair, Charter Schools Advisory Board

 

It was two very (very) long days, but the Charter Schools Advisory Board members have to feel good about the work that was accomplished. We completed our review of every continually low-performing charter school in the state, and we were able to give some good advice to these schools on how to improve their performance. Many of the schools had excellent plans and we are confident that most of these schools will be performing at a much higher level in the near future. 

 

Congratulations to the eleven schools that were up for renewal in 2018. Our board recommended to the State Board of Education that all of these schools be renewed and that 9 of the 11 receive ten-year renewals for their excellent performance over the last three years. 

 

Our most work-intensive task is reviewing new charter applications and interviewing applicants in order to make recommendations to the State Board. The Advisory Board members read hundreds (if not thousands) of pages of material in preparation for this meeting. On the whole, the applications this year have been stronger and have demonstrated a commitment to excellence that we all desire for the many students in our public charter schools. Our process is working well. We are proud of the fact that no school opened upon the recommendation of the Charter Schools Advisory Board has had to be closed.
