NCDPI Office of Charter Schools (OCS) Updates

 

From the Desk of Mr. Dave Machado, Director, Office of Charter Schools

 

Today, OCS hosted its third planning year session for schools scheduled to open in 2018. Each time I sit in a RTO Planning Year session for our new schools, it reinforces that opening a successful charter school is challenging and requires commitment/dedication from the non-profit board of directors opening the respective schools. While challenging, the OCS and NCDPI works diligently to ensure the boards are prepared to open and effectively run an excellent charter school. It is also an opportunity for all of us in the charter school movement to positively impact the students in our school community. Whether this is done through a math or reading lesson, a conversation during lunch, or being a positive role model, you have the opportunity to make a difference. 


I often say that charter schools have to give our parents a reason to come to our schools every day. These parents choose  to come to a charter school for many reasons, one being a great education in a safe and nurturing environment. 


Thank you for all you do for our 100,000 charter school students and being an innovative laboratory for education. I also want to thank our OCS staff for their dedication to our core values in supporting our 174 charter schools. I hope you and your families have a blessed and restful Thanksgiving holiday.


Reporting Deadlines

English as a Second Language (ESL)/Title III November Updates

 

Submission of LIEP Chart has been extended until November 24th, 2017

Please be reminded that if your Charter School has identified at least 1 English Learner, you are required to design a Language Instructional Educational Program (LIEP) Chart and submit it by email*.


Use the LIEP Guidance to help you fill out the template.

Share the link with Xatli.Stox@dpi.nc.gov by Friday, November 24, 2017. Use "LIEP 2017-2018 for (LEA/Charter Name)" in the name of the document and in the email subject line.

 

*If your school receives Title III Funds, this chart was submitted through CCIP in August 18, 2017. Your CCIP administrator would be notified, if the LIEP is not uploaded.


OCS Weekly Newsletter

 

OCS sends out a weekly newsletter with important updates. The newsletter has been distributed since 2015. Please subscribe and encourage charter school teachers, leaders and board members to connect to the important updates provided.

NC Department of Transportation (NCDOT) Charter School Questionnaire

 

NC Department of Transportation is in the process of gathering time sensitive information regarding all road improvements and associated expenditures located adjacent to school campuses. 


Please complete the attached questionnaire on or before December 8, 2017and return to OCS at ocs@dpi.nc.gov

Training Opportunity

 

Board members from charter schools that are opening in 2018 are required to attend 5 face-to-face Planning Year Sessions from September to January.  The school leader and some of the board members are also required to attend the New Charter School Leaders Institute in June.  

 

As a customer service, the Office of Charter Schools continues to open up these sessions to all charter schools.  If you have a new school leader and/or a new board member interested in attending any of the sessions, he or she must register to attend.  Please note the schedule below:
 

 

Registration is now open for the December session.  Registration ends on Sunday, December 3rd.  Please use this link to register.

Consolidated Applications in NC Comprehensive Continuous Improvement Plan (CCIP)

 

 

Please see the updates outlined below on the NC CCIP. Spreadsheets are attached for your review to see which category your charter school currently fits. 

  

   2017-2018 Consolidated Applications

 

If you have an application in the following status please address it immediately.

  

                 "Not Started "   

All charter schools with the exception of new charter schools that plan to submit a consolidated application and budget for 2017-2018 will need to do so by November 30, 2017. 

 

 "NC DPI Program Administrator Returned   Not Approved" 

 

All charter schools with an application in the "NC DPI Program Administrator Returned Not Approved" status will need to make the necessary revisions in order to change your application to "Chief Administrator Approved".

 

                 "Revision" 

All charter schools with an application that has been approved and is now in the "Revision " status may need to complete the Title IVA application.

 

All new charter schools should have received a planning allotment for the following federal programs depending on your eligibility:

 

Title IA-  Improving Academic Advantage of the Disadvantaged

 

Title IIA Supporting Effective Instruction

    

Title III-Laanguage Instruction for English Learners and Immigrant Students.

 

Title IVA-Student Support and Academic Enrichment Grants

Other News

 

Charter Schools Advisory Board November Meeting Updates

 

 

The Performance Committee discussion, led by Mr. Joe Maimone, provided an overview of the State Board of Education policy review work for this fiscal year. 

 

For this meeting, the CSAB discussed and reviewed several State Board of Education policies and the impact on charter schools. The CSAB  made recommendations to the State Board of Education.

 

The policies discussed and respective recommendations were:

 

 

  •  DROP-000, SSCH-000, SSCH-006, SPLN-000 – Policy Committee - Recommendation for these policies is no changes at this time.

 

  • CHNU-002, LICN-004, LICN-005, CCRE-001 – Performance Committee - Recommendation for these policies is no changes at this time.


  • KNEC-003 - Recommendation for this policy is for Office of Charter Schools to revise to include charter specific reference and present for CSAB discussion and recommendation at a later meeting.

contains the policies reviewed and discussed by the Charter Schools Advisory Board. 


For its December meeting the CSAB will postpone its SBE policy review and discussion until a later meeting. However, the CSAB welcomes feedback on its made and future policy recommendations. Feedback should be sent to ocs@dpi.nc.gov
