General Assembly Debates Redistricting & Veto Overrides

NC General Assembly

Though redistricting has been the major focus of the General Assembly this week, lawmakers also took up veto override votes on two bills.  The only education bill considered for a veto override was HB 770.  The override was approved by the House 71-44, and is expected to be heard by the Senate next week.

HB 770:  Various Clarifying Changes

Originally a bill focused on environmental regulations, a revised HB 770 emerged during the August 3 session with a variety of changes to existing law.  With regards to education, the bill makes conforming changes to statutes governing the calculation of school achievement and growth scores and school report cards to comply with the federal Every Student Succeeds Act.  The Governor vetoed the bill on August 14, citing objections unrelated to its education portions.  The House voted to override the Governor’s veto on Thursday, but the measure still needs to be voted on and overridden by the Senate in order to become law.  The Senate is scheduled to debate overriding the veto of HB 770 Tuesday.
