Session Adjourned Until August 3rd
As mentioned in the most recent Legislative Update, the General Assembly has adjourned until August 3rd. While the matters before the General Assembly during the August 3rd session will be limited to those outlined in the adjournment resolution, bills impacting K-12 public education will most likely be considered as the General Assembly makes the finishing touches on the 2017 Long Session.
Of the K-12 public education bills considered during the 2017 Long Session:
- 18 education-related bills have become chaptered session law,
- 33 other education-related bills had provisions that were absorbed into the budget bill, SB 257, which has become chaptered session law 2017-57,
- 21 relevant bills are awaiting the Governor's signature,
- 3 bills are in a conference committee made up of members of both chambers in order to work out differences between the House and Senate versions of the bills.

School Performance Grading Scale:
15-Point Scale Continues Through 2018-2019 School Year
The 15-point school performance grading scale will continue through both the 2017-2018 and 2018-2019 school years, based on language in last year’s budget. Even though this language is not repeated in the new conference budget, it still applies, since the language is not contradicted.
In the 2016-2017 NC Budget bill, SECTION 8.19 reads as follows:
“Notwithstanding G.S. 115C‑83.15(d), for the 2016‑2017 school year, the 2017‑2018 school year, and the 2018‑2019 school year only, for all schools the total school performance score shall be converted to a 100‑point scale and used to determine a school performance grade based on the following scale:
A school performance score of at least 85 is equivalent to an overall school performance grade of A. A school performance score of at least 70 is equivalent to an overall school performance grade of B. A school performance score of at least 55 is equivalent to an overall school performance grade of C. A school performance score of at least 40 is equivalent to an overall school performance grade of D. A school performance score of less than 40 is equivalent to an overall school performance grade of F.”
In the 2017-2018 NC Budget bill, SECTION 7.26.(c) (on pages 67-68) of the Compromise Budget, the grading scale converts back to a 10-point scale. The bill language reads as follows:
“The overall school performance grade shall be based on the following scale and shall not be modified to add any other designation related to other performance measures, such as a 'plus' or 'minus.'
A school performance score of at least 90 is equivalent to an overall school performance grade of A. A school performance score of at least 80 is equivalent to an overall school performance grade of B. A school performance score of at least 70 is equivalent to an overall school performance grade of C. A school performance score of at least 60 is equivalent to an overall school performance grade of D. A school performance score of less than 60 points is equivalent to an overall school performance grade of F.”
