    LEP PD Survey DUE Friday, June 9

    The Consolidated State Performance Report (CSPR) collects information related to state activities and outcomes of specific ESEA programs needed for the Title III Government Performance and Results Act (GPRA) indicators or other assessment and reporting requirements. 

    The US Department of Education uses data elements from the LEP Professional Development Collection to monitor the state’s progress in implementing ESEA and to identify technical assistance, program management, and policy needs.

    EL Coordinators can access the LEP PD data survey through their PowerSchool instance.  The survey will be titled "LEP PD".  Please click on the link and complete the survey for your LEA/Charter.  In order to ensure accurate and on-time reporting, the LEP PD collection must be completed by Friday, June 9, 2017.

    Registration: 

    Each attendee should register individually. There is no cap on the number of registrants from an LEA or charter for this year's event. Registration link coming soon!


    Registration Fee:

    There will be a registration fee of $40.00.  Once registered, you will be emailed a confirmation invoice for payment of the registration fee. Registration will begin at 8:30 am August 7, with the meeting beginning promptly at 9:30 am. The meeting will be held from 9:30 am to 4:30 pm.

    Topics will be finalized based you responses in the survey and may include:

    Title III Application NCCCIP Update - Due August 18

    Title III is part of the NC Consolidated Application System and follows the same procedures and deadlines as Title I. Title I shared the following important information:


    We appreciate the patience that you have displayed during this transition year to ESSA and the delays that we have all faced with regard to timelines and guidance. The purpose of this email is to provide you with information regarding Planning Allotments, the LEA Plan, and CCIP Revisions for the opening of the 2017 Funding Application.

     

    Planning Allotments:  

    On May 25th, we received the “preliminary” SEA and LEA allocations from USED for FY 2017-18.  As you may be aware, the Council of Great City Schools (CGCS) sent out some information to some of our larger school districts late last week as well.  With regard to both of these notifications – it must be understood that the “preliminary” allocations identified do NOT include the factoring in of Charter School allotments, new charter schools, or city school systems.  Initial allocations from USED are not expected until late June and will likely differ from the preliminary allocations because of updates to the LEA finance data collected, etc.  Due to the delay in allocations from USED, a specific date for release of the 2017-18 planning allotments has not been determined.  We have been assured that initial allocations will go into effect from USED on July 1, 2017 as required.

     

    LEA Plan:  

    We have received several requests for extensions to submitting the Planning Tool and Funding Applications through the Comprehensive Continuous Improvement Plan (CCIP) originally due June 30th.  Due to the delayed release of planning allotments, we are extending the CCIP due date from June 30th to August 18th.  Therefore, a formal request from LEAs & Charters for an extension is no longer required unless that request is to seek an extension beyond the August 18th timeframe.  Extension requests beyond August 18th should be emailed to Donna Brown (donna.brown@dpi.nc.gov) and copied to Chris Vecchione (chris.vecchione@dpi.nc.gov).

     

    CCIP Revisions:

    Following a review of participant survey responses from our four Spring Regional meetings – it was apparent that the sessions related to CCIP were beneficial.  Many participants requested that once “final” revisions were made within CCIP that a webinar be scheduled to review the 2017 Funding Application. Chris Vecchione will provide two webinars on Monday, June 12th to discuss the final revisions/edits within CCIP.  The webinars will be at 10:00 a.m. and 2:00 p.m. and will last about an hour.

    Reorganization of State ESL/Title III Support

    ESL/Title III is aligning its representation to match the Service Support Team organization with the Statewide System of Support.  In order to do this efficiently and effectively, we are providing consultant support across the state as follows:

      

    Ivanna Mann Thrower Anderson serves Regions 1 (Northeast), 3 (North Central) and Consortia

    Xatli Stox serves Regions 2 (Southeast), 4 (Sandhills), and Charters

    Marshall Foster serves Regions 5 (Piedmond-Triad), 6 (Southwest), 7 (Northwest), and 8 (Western)

     

    We will all work together to serve you during this time of transition.

    NCDPI EL Support Team Update

    Due to implementation of the new federal legislation, the Every Student Succeeds Act State Plan (ESSA), the NCDPI EL Support Team will not be taking applications for additional team members for the 2017-2018 school year. The EL Support Team will take applications every two (2) years and will resume taking applications in early 2018 for the 2018-2019 team.

    ACCESS Score Release

    A number of LEAs are concerned about the ACCESS scores not arriving until June 8th this year. The dates were posted on the NC link on the wida.us page at the beginning of the year, but the timing of the release in relation to the end of the school year is causing some concern in meeting guidelines for reporting of the scores by LEAs.

     

    With school ending around June 8th for many of you, we have been asked if sending the parent reports can wait until students come back in August. State Board policy does not take the timing of the results into account.  The Testing Students Identified as ELs Manual, p. 11 refers to SBE policy TEST-001, which states that “LEAs shall report scores resulting from the administration of district-wide and state-mandated tests to students and parents or guardians along with available score interpretation information within thirty (30) days from generation of the score at the LEA level or receipt of the score and interpretive documentation from the NCDPI.”

     

    Please work with accountability staff in your LEA/Charter to develop a plan for following State Board policy for state-mandated tests which requires that the test scores be shared with parents within 30 days. Please remember that, due to Supplement not Supplant, Title III funds cannot be used for test related matters.

    Registration is now open for the 4th Annual NCDPI EL Support Conference.

     

    The English Learner (EL) Support Conference: Growing Success for ELs will be held August 8-10, 2017 in Greensboro, NC. The  conference is taking on a slightly different format this year, offering only 2 courses, 

    Co-teaching 

    and 

    Orchestrating Mathematical Discourse (OMD!) . 

     

    Courses will spotlight the ties between the specific strategies for working with ELs and the NC Educator Evaluation System (NCEES) Space is limited.
