Legislative Update

March 3, 2017     

2017-2019 Governor's Recommended Budget

The Governor’s recommended budget was released this week, detailing his spending priorities over the next two years.  It contains the highly publicized 5% teacher pay raise, a 6.5% raise for school administrators, as well as a $150 stipend for teachers to use to purchase classroom supplies.

 

Additionally, the Governor’s budget includes a three-year pilot program for the Whole School, Whole Community, Whole Child model. Up to five LEAs would be selected to participate in this program. 

 

The Senate will be next to introduce its budget proposal, followed by the House. 


Joint Education Appropriations Presentation

The Joint Education Appropriations Committee met Tuesday morning to hear budget presentations from the community college system and the Office of State Budget Management. A DPI school business expert gave a presentation on the North Carolina Public School Budget. Committee members raised questions relating to current education hot topics such as K-3 class size requirements and teacher assistants. 


Relevant Bills with Action

HB 21: Driver Instruction/Law Enforcement Stops

HB 21 received a serial committee referral this week, implying future action on the bill. HB 21 stipulates additional instruction be added to the driver handbook about what to do during a law enforcement stop. The Division of Transportation, in conjunction with State Highway Patrol, the NC Sheriff's Association, and the NC Association of Chiefs of Police, will provide the list of actions to take. If approved, the new information will be written into the driver handbook. At the request of NCDPI, these materials will be given to public school’s driver’s education programs free of charge. 


HB 24: Study Unfunded Liability/Retiree Health Fund

North Carolina’s Retiree Health Fund currently contains an unfunded liability that could have negative repercussions in the future if it is not addressed. Legislators have responded by filing HB 24 to establish a study committee to review ways to reduce costs and increase revenues for the Retiree Health Fund. The bill was green lit by the House Committee on Pensions and Retirement on Wednesday, then achieved passage by the full House on Thursday.


Arts

HB 97: Arts Education Requirement

HB 97 passed the House this week and has moved to the Senate. The bill proposes a requirement that all students take at least one art credit before graduation. The bill states that the credit can be taken at any point between sixth and twelfth grade and would be implemented beginning with students entering sixth grade in 2020.
