Sampson County Proposed Budget Highlights
Sampson County Interim Manager Jeffrey Hudson gave the budget presentation during the Board of Commissioners' meeting on June 2, 2025. Budget Presentation video can be view HERE. The full budget document can be reviewed HERE. Here are some of the highlights of this proposed budget.
- The FY26 budget drastically decreases county reliance on the county’s savings to balance the budget. An appropriation of $1.3 million has been proposed, a reduction of $10.5 million from FY25, showing improved financial responsibility.
- The proposed budget cut $12 million from initial funding requests, showing restraint and prioritization.
- The largest reduction in county positions in recent history has occurred, with twenty (20) positions being eliminated from the budget, saving over $1.1 million annually.
- To control spending, the FY26 budget proposes no pay raises for county employees. Modifications to employee health insurance will save over $1 million annually.
- Funds to increase the per-pupil appropriation for public education from $1,352 to $1,483 are included. This is targeted to move Sampson County’s effort to support public education from 104th out of 115 jurisdictions in the state into the top 100.
- Funding for education construction, repairs, and capital needs is proposed at $3,810,157, which includes $1 million for repair of the Sampson Middle School roof.
- Sampson County Government and community fire departments have extended fire and rescue service agreements for an additional five years, with a required 95% emergency response rate proposed for all departments.
- The proposed budget includes a six (6) cent property tax increase to 0.6850 cent/$100 valuation to meet the needs of the community and decrease reliance on the savings of the county. The tax increase is earmarked specifically for public education (3 ½ cents), public safety (2 cents), and the maintenance of public buildings (½ cent).

The Sampson - Clinton Public Library is hosting a Donation Drive for Sampson County Animal Shelter from May 1 to June 14, 2025. Donations can be dropped off at any Sampson - Clinton Public Library Locations.

New Inclusive Playground Coming to Clement Ballpark
On May 27, 2025, a few representatives from the Sampson County Parks and Recreation Department were presented a check for $250,000 on behalf of Trillium Health Resources to be used to help fund the new inclusive Playground coming to Clement Ballpark later this year.

Sampson County Health Department Reaccredited with Honors
The Sampson County Health Department is proud to announce its reaccreditation!
On May 9, 2025, the department was one of 13 health departments recognized by the NC Local Health Department Accreditation Board. It was also honored to be among the 10 agencies awarded Accreditation with Honors.

Cleaning Up with County Parks and Recreation Staff
Sampson County Parks and Recreation Staff was hard at work cleaning up the area around the Pondberry Bay Preserve & the White Woods earlier this morning!
We are beyond ecstatic to be welcoming a part of the Mountains to Sea Trail in our very own backyard here in The Roseboro/Salemburg area of Sampson County!
