Deck-Brown Is Named Raleigh's Police Chief


City Manager J. Russell Allen today announced that he has named Cassandra Deck-Brown to be Raleigh’s Chief of Police.  The promotion is effective Feb. 1. Ms. Deck-Brown has been serving as Interim Police Chief for the Raleigh Police Department.

Deputy Chief (Interim Chief) Cassandra Deck-Brown has demonstrated her professionalism, commitment and dedication to the citizens of Raleigh and the staff in the Police Department over a career of law enforcement service,” Mr. Allen said in making the announcement.  “I am confident she will both continue and build upon the department’s record of public safety effectiveness and community outreach.”

Ms. Deck-Brown joined the Raleigh Police Department in 1987. She is a North Carolina native, having graduated from East Carolina University and received a master’s degree in public administration from North Carolina State University. She was Deputy Chief until the retirement of former Police Chief Harry Dolan, when Mr. Allen named her Interim Chief.  Mr. Dolan retired Oct. 1, 2012. Her salary will be $136,891.

Mr. Allen began the national search on September 13, 2012. The City received 48 applicants. All of the applications were reviewed and evaluated by a team assembled by Mr. Allen. The team included the City Manager, the City Attorney, the Fire Chief, the Human Resources Deputy Director and the Parks and Recreation Director.

Ms. Deck-Brown joined two other finalists for the position for a public forum on Jan. 24 in the council chamber of the Avery C. Upchurch Government Complex. The other finalists were Malik Aziz, Deputy Chief of Police for the Dallas, Texas, Police Department and Bryan Norwood, Chief of the Richmond, Va., Police Department.
