Read the Reflecting Raleigh Phase 2 Report!
In late June, Phase 2 of Reflecting Raleigh wrapped up. In Phase 2: Plan Development, it focused on policy priorities for the next comprehensive plan. It included work by a Civic Assembly of residents and five Technical Teams of subject matter experts.
The full Phase 2 report is now available to read online. It contains a detailed summary of the Civic Assembly’s and Technical Teams’ recommendations.
 Drafting and Design Work Continues
The policy recommendations from Phase 2 are now being turned into specific language. The City is working with the firms Interval, LLC, and Covive to write and design Reflecting Raleigh. The plan will be in an easy-to-read, online format to maximize its usability and accessibility.
It will center around a simple thesis: “Grow where it counts.” This means concentrating growth and investment where it creates the most value for the city and the people who live here. It informs the plan’s vision:
By 2050, Raleigh will grow where it counts — in frequent transit corridors and designated centers. Growth arrives alongside greenways, sidewalks, and streets linking neighbors to neighbors. Diverse housing arrives alongside jobs, businesses, and services that make a neighborhood complete. Growth pays for what it needs, and the city grows where the land can sustainably support it.
Four principles run through every part of the plan:
- Fair Access
- Fiscal Responsibility
- Environmental Stewardship
-
Safety & Connectivity
It will be organized into seven priority areas:
- Complete Communities & Housing Choice
- High-Frequency Transit & Multimodal Mobility
- Mixed-Use Centers & Corridors
- Regional Connections & Opportunity
- Natural Resources & Open Space Networks
- Parks & Public Facilities
- Right-sized Infrastructure & Services
In partnership with Urban3, will also be the Cost of Growth Study. This analysis will offer insight into the long-term costs and benefits of different growth scenarios. It will help inform Reflecting Raleigh and strengthen Raleigh’s growth framework.
Continuing Engagement & Artist in Residence
A complete draft of Reflecting Raleigh will be available in early 2027. It will be available for public feedback through another round of community engagement. As a part of this work, the City will be selecting an artist in residence who will assist with creative and accessible engagement.
Engagement is also continuing through Phase 3. In September, staff attended the Engage Raleigh Expo and the Raleigh Tamale Festival. We spread the word about Reflecting Raleigh and continued to get input from the community.
Stay tuned for more updates!
