The City of Raleigh Planning and Development department recently published Request for Proposals # 274-PLANDEV-2025-MS, soliciting proposals from qualified firms to conduct real estate market studies and initial design analyses for two City-owned property assemblages:
- The former State DMV Headquarters site (“the DMV site”) located at 1100 New Bern Avenue.
- A collection of parcels east of Moore Square (“Moore Square East”).
Together, these sites represent two of the largest and highest-profile City-led urban redevelopment opportunities in Raleigh’s history.
The City will host an optional pre-proposal conference via Microsoft Teams this Friday, June 27, 2025, at 9 a.m. EST.
Prospective proposers are encouraged to submit written questions in advance.
All questions related to this RFP must be submitted in writing by Thursday, July 3, 2025, at 5 p.m. EST to jake.levitas@raleighnc.gov (cc: urban.projects@raleighnc.gov) with the RFP number (RFP# 274-PLANDEV-2025-MS) in the subject line.
The City will then issue an addenda reflecting questions and answers that will be posted to the North Carolina electronic Vendor Portal (eVP).
Proposals are due Friday, July 18, 2025, at 5 p.m. EST, and late proposals will not be accepted.
