Affordable housing construction can be complex. The City of Raleigh is committed to assisting with the construction of affordable units as fast as possible. The Special Projects team provides exceptional customer service to ensure that permits are issued timely to clients. The Special Projects team members, like me, Steve Ma, are responsible for:

Working with cross-functional teams to unite design, development, policy, finance, and legal experts for a solutions-focused approach.

Providing technical assistance through review committees to streamline affordable housing project permits.

Providing outreach to share common challenges and successes to affordable housing projects.

About SB 382 / Session Law 2024-57
On Dec. 11, 2024, the North Carolina General Assembly passed Session Law 2024-57 (originally called SB 382). The legislation includes revisions to North Carolina General Statute 160D-Local Planning and Development Regulation that impact local government authority. These revisions impact the City of Raleigh’s Unified Development Ordinance (UDO) amendments going back to June 14, 2024, that pertain to nonconformities in non-residential zoning districts and downzoning.
Planning and Development is evaluating these changes and will identify any possible changes to the UDO as soon as possible. In the meantime, if you have questions regarding the changes, contact the Planning and Development Customer Service Center through the Customer Request Form or at 919-996-2500.
