Neuse Nutrient Rule Changes

The City of Raleigh is in the process of changing the Unified Development Ordinance (UDO) to reflect changes in stormwater compliance for the Neuse Nutrient Rules. These changes were required by NCDEQ for local governments throughout the Neuse watershed and will become effective May 2023.

These changes will be of interest to any designer who submits stormwater plans to the City of Raleigh. The changes include:

Required use of the SNAP Tool for nutrient calculations. Designers are encouraged to enroll in a SNAP Tool workshop being offered by NCDEQ or NCSU.
NCDEQ SNAP Tool Workshop Registration – March 27 (free).
NCSU SNAP Tool Workshop Registration – April 26 (paid).
Required use of the Minimum Design Measures (MDCs) for stormwater control measures, which entails use of the current NCDEQ Stormwater Design Manual.
Site with over 24% new impervious will be required to build a primary SCM on site before off-site credits can be purchased.

Future Webinar from the City

The City will host a webinar titled “Submitting Nutrient Calculations to the City of Raleigh” on April 20, 2023, at 9 a.m. to review the new rules and give guidance on how to submit the new calculations to the City. This will not be a SNAP training session – designers should attend one or both of the SNAP tool workshops listed below in addition to the City hosted webinar.

Register for the upcoming webinar. Note: This training is intended for designers who submit plans for sites over an 0.5 acre to the city.
