Temporary Capital Area Greenway System Closure Updates Along Neuse River Trail and Crabtree Creek Trails
There are several upcoming closures expected throughout the Capital Area Greenway System between July and November 2018 due to Greenway System and utility improvements. Details on these closures are provided below. As greenway trails and structures age, maintenance and repairs are necessary. Due to the nature of this work, the trails will occasionally need to be closed to complete necessary repairs and maintenance in a safe and efficient manner. Because the greenway trails often share space with other City infrastructure, there are times when other City departments, or outside utilities, will have work that impacts the greenways and will result in temporary closures. This update provides the most up-to-date information on several recently implemented or upcoming trail closures and repairs.
When improvements along the Capital Area Greenway corridors are required, staff strives to provide detours using existing streets, sidewalks and on-street bike facilities network but options for the general recreational greenway user isn’t viable. While some streets are unfriendly for bicyclists, the Raleigh Department of Transportation is working to improve the on-street bikeway network and continues to implement more comfortable types of bikeways including buffered bike lanes, separated bike lanes, neighborhood bikeways, and innovative treatments at intersections.
Staff acknowledges that the Capital Area Greenway closures are an inconvenience to trail users, especially when no viable detours are available, however, these improvements are necessary. Improvements or replacement of aging structures and pavement within the Capital Area Greenway System is part of an on-going maintenance plan of a growing system that currently includes 117 miles of trail facilities. In addition, a majority of the Capital Area Greenway System is located in floodplains and within utility easements, therefore, weather events and on-going utility infrastructure improvements do require closures from time to time and sometimes unexpectedly.
PRCR staff are in the process of implementing various projects from the 2014 Parks Bond Referendum that will require closures in the future but completion of these projects will ultimately provide exceptional user experiences.  Neuse River Trail Closure for Repairs to Structure 98
The Neuse River Trail Bridge Structure 98 Project is located along the Neuse River Trail at mile marker 14.5 between the trail access at Crag Burn Lane and the Milburnie pedestrian bridge. On July 5th, 2018, the City of Raleigh will be closing a section of the Neuse River Trail at mile marker 14.5 between the trail access at Crag Burn Lane and the Allen Drive parking area to conduct needed repairs to bridge structure 98. The Allen Drive parking area will be closed on July 2nd 2018 to provide construction material and equipment staging for the projects general contractor. The expected closure is anticipated to occur from July 5 through November 2018 depending on weather conditions and other construction delays.
These improvements are the result of users concern of the “bumpiness” condition of the bridge. The “bumpiness” is related to the unevenness and spacing of the wood bridge deck with gaps between deck boards up to 1 inch in some locations. In general, the deck boards and railings are badly worn and is also prone to vibrations from walking or running. This section of trail was constructed prior to the Neuse River Trail project and prior to 1998 is approximately 20 years old and does not meet current design standards. The improvements will include the removal of the existing wood timber decking, railings and approaches and replacing the decking with a smooth concrete surface and new railing. The improvements will also include removal and repair of a portion of the existing trail, installation of new concrete approaches, bridge approach rails and removal and replacement of signs. Funding for this project is supported by the City’s Capital Improvement Program.

 Temporary Closure of
Crabtree Creek Greenway Trail from Oxford Road to Kiwanis Park
The City of Raleigh Public Utilities Department (CORPUD) is making capacity improvements to gravity interceptors in the Crabtree Basin Service Area of the City's wastewater collection system. This work, which began in March 2018, requires periodic closures to segments of the Crabtree Creek Trail as well as to trails that tie into the Crabtree Creek Trail.
Beginning on Monday, July 2, 2018 the Crabtree Creek Trail will be closed between Oxford Road and Kiwanis Park between Mile Marker 8 and 9. A map of the closure area is available on the Capital Area Greenway Repairs & Closures webpage. This closure is anticipated to last for approximately one month, allowing the trail to re-open in early August 2018. The anticipated length of this closure is contingent upon weather conditions. Updates to this closure will be posted on the greenway closure page as soon as they are available.

 Temporary Closure of
Crabtree Creek Greenway Trail Between New Bern Ave and I-440 Beltline
Duke Energy is relocating a transmission line due to erosion that threatens a transmission pole along the Crabtree Creek Trail between an area just east of New Bern Ave and west of I-440, between mile markers 2 and 3. To prepare for improvements, Duke Energy will conduct clearing work between July 16th and August 16th, 2018 and relocation of the line between September 5th and October 12th, 2018. This section of the Crabtree Creek Trail will be closed during these periods and anticipated to re-open on October 13th, contingent on weather conditions and other construction delays.
