Proclamations Get Board's Full Support
Members of the Board approved proclaiming May 6-12, 2023, as Cumberland County Schools National Nurses' Week and resolved that we should "celebrate and show gratitude toward all of the school nurses who work in Cumberland County Schools today and every day."
High School Media Center Gets Renamed
The Board voted to rename Massey Hill Classical High School's (MHCHS) Media Center "The Donna S. Perdew Student Activities Center." Perdew began working at MHCHS in 1998, serving as the founding secretary/receptionist for the school. This is a role she held until her retirement in 2009. Dr. Douglas Massengill, Jr., the principal at MHCHS, shared the following information in a letter to the Board: "As principal, Donna has been pivotal to my success at MHCHS thus far and it is because of her that I have been able to have such a seamless transition into the building. As one of the only remaining staff members who were present from the founding of our school, the institutional memory that she provides is invaluable to our administrative team. In addition to her service, she is a life-long resident of the Massey Hill community, making this recognition even more deserving."
Auxiliary Services Committee Recommendations Receive 'OKs'
The Board approved the following recommendations by the Auxiliary Services Committee: - 2023-2024 Contract Extension for fresh bread and milk/dairy products; and
- 2023-2024 Bid Award for Temporary Staffing Services for Child Nutrition Services.
Board Embraces Hiring 14 Registered Nurses
Members of the Board approved CCS and the Cumberland County Health Department working together to hire 14 school nurses to increase access to health services to school-aged children. The Health Department has agreed to hire the registered nurses and CCS will compensate the nurses' 10-month salaries. Both county entities agree that the school nurses will provide 35 hours of service per week.
Finance Committee Recommendation Gets Approval
Based on the recommendations of the Finance Committee, the Board approved the contract to audit accounts between the Board of Education of Cumberland County and Anderson Smith & Wike PLLC for the fiscal year ending June 30, 2023.
Board Approves 2023-2024 LETRS Completion Bonus
The Board approved offering teachers and administrators a LETRS (Language Essentials for Teachers of Reaching and Spelling) Completion Bonus to help the educators along the way with completing their state-required professional development. The 2023-2024 Completion Bonus totals $2,389,000 and would be disbursed to the Pre-K and K-5 Teachers and Administrators in February and June 2024.
Salary Study for Fiscal Year 2024 Approved

State Teacher Supplement Gets 'Thumbs Up'
Based on a recommendation from the Personnel Committee, members of the Board approved the State Teacher Supplement. For more information, click here.
Flat Rate Proposal for Driver Education Instructors Gains Approval
The flat rate proposed by the Personnel Committee for Driver Education Instructors received the approval of the Board. Currently, Driver Education Instructors are paid within a range of $19.67 to $37.12; however, a flat rate of $25/hour for behind-the-wheel instruction and $30/hour for classroom instruction was suggested. According to the proposal, creating a flat rate ensures that hourly rates are equitable, helps retain instructors and strengthens the existing talent pool, helps with recruitment and aligns with the NC DPI Driver Education Instructor rates.
Board Approves Revising 3 Policies, Rescinding 1 Policy and Approving 1 New Policy
The following revised policies were approved by the Board:
- Policy 1610 Professional and Staff Development
- Policy 3101 Dual Enrollment
- Policy 4023 Pregnant and Parenting Students
Upon 1st Reading, Cumberland County ISS Program Policy 4350 was approved to be rescinded while Policy 4350 Restorative Justice Centers was approved as a new policy.
Proposal for CNS ESSER-Funded Assistant Manager Retention Bonus Gets Approval
Board members voted to accept the proposal by the Personnel Committee for the Child Nutrition Services (CNS) ESSER-funded Assistant Manager Retention Bonus. According to the proposal, cafeteria assistant managers will receive a retention bonus of $200 each at the end of the school year.
Board Approved Proposals for Facilities Master Planning Services
The Board of Education approved the Auxiliary Services Committee's proposals for Facilities Master Planning Services, which create a long-range plan that will chart a course to improve existing facilities and optimize services and programs in support of the current student population.
Bid Award Approved for Visitor Management System
Based on a recommendation from the Auxiliary Services Committee, a bid for a visitor management system was awarded to Raptor Technologies at a one-time cost of $196,378 and $60,175 annually. The web-based visitor management system will enable the tracking of visitors, volunteers and contractors. The system will generate detailed visitor badges that contain a photo, sign-in time, and destination. The system will notify relevant staff and security personnel via text and email if unauthorized access is attempted. Security-focused reports for analytical and investigative purposes are also generated by the system.
Crosby Reappointed to the FTCC Board of Trustees
The Board voted to reappointment Ronald Crosby, Jr., to serve on the Fayetteville Technical Community College (FTCC) Board of Trustees on behalf of CCS.
Recognitions
Recognition of Ex-Officio Member Student government representative Allanah Richelle McMillan from Reid Ross Classical High School served as the ex-officio member of the Cumberland County Board of Education during the May 9 meeting. Ex-officio members are given the opportunity to make comments, ask questions, and give input on any topic brought before the Board.
Recognition of Exceptional Children's Representative
This month's Exceptional Children's Representative, Willie "Gene" Oglesby, Jr., from Jack Britt High School, addressed the Board. The junior shared his future plans after high school and how his IEP has helped him in facing a variety of different challenges. He hopes to one day own a movie/tv/music production company and then become the president of the United States of America.
Dr. Lindsay Whitley, the associate superintendent of Communications and Community Engagement, introduced the following honorees to the Board to be recognized:
North Carolina's State High School Bowling Champion
Dykashie "Kash" Harris, who is a sophomore at Westover High School, was named North Carolina's high school state bowling champion. He won the title in February at the Sandhills Bowling Center in Aberdeen. In June, Kash and his family will travel to Beavercreek, OH, which is located near Dayton, to play in the national competition.
SkillsUSA Advisor of the Year
Elaine Vallery, the director of Pine Forest High School's Academy of Information Technology, was recently named the SkillsUSA Advisor of the Year during April's SkillsUSA State Conference in Greensboro.
