District-wide Proclamations Get 'Thumbs Up'
Members of the Board approved the following proclamations: 2023 Career and Technical Education Month from February 1-28; Kindness Awareness Month from February 1-28; National School Counseling Week from February 6-10; and 2023 Youth Art Month from March 1-31.
Board Approves Five Policy Revisions (1st Reading)
The following revised policies were approved by the Board:
- 4110 Immunization and Health Requirements for School Admission
- 4260 Student Sex Offenders
- 6220 Operation of School Nutrition Services
- 7241 Drug and Alcohol Testing of Commercial Motor Vehicle Operators
- 8350 Fixed Assets Inventory
Board Gives Approval for ERC Name Change
The Board approved changing the name of the Educational Resource Center (ERC), located at 396 Elementary Drive in Fayetteville, to the Dr. William "Bill" Harrison Educational Resource Center. In the mid 70s, the long-time educator taught in the Fayetteville/Cumberland County community and began working as the superintendent of CCS in August 1997. In 2009, Dr. Harrison was appointed by the governor to serve as the chairman of the North Carolina Board of Education. Overall, he directly served the students and community of the Fayetteville/Cumberland County schools for 26 years.
Bid Awarded to Company for Two-Way Radios on School Buses
After the Auxiliary Services Committee's recommendation, a bid award was granted by the Board for A Beep, LLC, to place two-way radios on school buses across the district. Five hundred, thirty school buses and service vehicles, in addition to 100 individuals, will be used to enhance efforts to maintain a safe and secure school setting. The two-way radios will allow the Transportation Department to communicate with school officials, bus drivers and mechanics regarding departure and arrival times, traffic issues and student behavior challenges.
Purchase Agreements for Business Solutions, Technology Get the 'Green Light'
As recommended by the Curriculum Committee, approval was given by Board members of the 2022-2023 Purchase Agreements with NETCOM Business Solutions, NWN Carousel, and Y&S Technologies.
Board Adopts 2023 Legislative Agenda (Long Session)
For its legislative agenda for the 2023 long session of the North Carolina General Assembly, the members of the Board adopted and endorsed the following agenda items: 1. Retaining Top Talent & Improving Working Conditions 2. School Safety

Acquisition of Land Considered Members of the Board voted to authorize staff to enter into negotiations and due diligence with the U.S. Department of Defense, U.S. Department of the Army, and Cumberland County Government for a possible long-term ground lease for the possible construction of the new E.E. Smith High School site. The recommendation also highlighted requesting that the Cumberland County Board of Commissioners provide capital funding for the construction of the new school and the related cost for due diligence.
Recognitions
Recognition of Ex-Officio Members Student government representatives Samaria Geniece Whitted from Alger B. Wilkins High School and Naomi Lovitt from Seventy-First High School served as the ex-officio members of the Cumberland County Board of Education during the February 14 meeting. Ex-officio members are given the opportunity to make comments, ask questions, and give input on any topic brought before the Board.
Extra Mile Award Winners Hailed 'Life-saving Heroes'
Reid Ross Classical Middle School Teacher Andrea Burns and Principal Tyson Johnson along with Anne Chesnutt Middle School Teacher Gaundi Allen, Assistant Principal Whitney Iglesias and Principal David Greene were honored because of their caring and compassionate hearts. They came together to help rescue a teacher who was in distress at home. With the permission of both principals, Burns, Iglesias and Allen 'teamed up' to help save her life by gaining entry to her home, calling 9-1-1, gathering her medications and preparing her for the arrival of EMS. The teacher was hospitalized for several weeks but thankfully, has since been discharged.
