The Dare County Board of Commissioners will hold its regularly scheduled monthly meeting on Monday, November 3, 2025 at 9 a.m. The meeting will take place in the commissioners meeting room, which is adjacent to the Dare County Administration Building located at 954 Marshall C. Collins Drive in Manteo.

North Carolina Association of County Commissioners (NCACC) Presentation (ITEM 5) Kevin Leonard, Executive Director of the NCACC, will present to the board about the association's activities and resources.
Update on the Thrive OBX Initiative (ITEM 7) Dr. Sheila Davies, Deputy County Manager and Director of Health & Human Services, and Amy Montgomery, Executive Director of Operations for Outer Banks Health, will provide an overview of the partnership between Dare County, Outer Banks Health and the community for Thrive OBX. The presentation will highlight upcoming activities and how people can get involved in activities and programs that inspire well-being and longevity, cultivating a community where people thrive.

Stay Informed!
There are several ways to stay informed of the discussions that occur during Dare County Board of Commissioners meetings:
- Meetings are livestreamed on Dare County's YouTube channel and CurrentTV.org, and they are also available for streaming on-demand on both platforms.
- Videos of meetings are generally available the next day on the Dare County website, DareNC.gov.
- Local Spectrum TV customers can watch the meetings live on Channel 191 (Current TV).

Public Comment: Public comments are welcome at the start of each meeting, allowing citizens to speak for up to five minutes on any topic. Comments can be made in person at the Dare County Administration Building (954 Marshall C. Collins Drive in Manteo) or at the Fessenden Center Annex (47013 Buxton Back Road in Buxton).

Daylight Saving Time Ends Sunday, November 2, 2025 |
|
Daylight Saving Time officially ends at 2 a.m. on Sunday, November 2, 2025. Don’t forget to set your clocks back by one hour! This annual time change—which brings brighter mornings and earlier autumn sunsets as we move further into the fall season—also serves as a seasonal reminder to take care of important home safety tasks.
The Dare County Fire Marshal’s office also encourages all residents and property owners to check and replace the batteries in their smoke alarms and carbon monoxide detectors—and to test these devices to ensure they’re working properly.
Detectors should be tested monthly and have their batteries replaced at least twice a year, with the Daylight Saving Time being the perfect time to remember to do so! A few simple steps now can help keep your household safe throughout the colder winter months ahead!

Veterans Day & Thanksgiving Facility Closures
Trash Collection Schedule Changes

All Dare County offices and facilities will be closed on Tuesday, November 11, 2025 in observance of Veterans Day. These offices and facilities will also be closed on Thursday, November 27, 2025 and Friday, November 28, 2025 in observance of the Thanksgiving holiday.
Dare County Public Works—which provides residential and commercial trash collection for the unincorporated areas of the county as well as the Town of Kitty Hawk—has announced revised trash collection schedules for the week of Sunday, November 9, 2025 through Saturday, November 15, 2025 (Veterans Day week) and the week of Sunday, November 23, 2025 through Saturday, November 29, 2025 (Thanksgiving week). Early voting for Dare County’s 2025 Municipal Election—which will be held for the towns of Duck, Southern Shores, Kitty Hawk, Kill Devil Hills, Nags Head and Manteo on Tuesday, November 4, 2025—ends today (Saturday, November 1, 2025)! Registered voters can take advantage of early voting by casting their ballot between 8 a.m. and 3 p.m. today at either the Dare County Administration Building (954 Marshall C. Collins Drive in Manteo) or Kill Devil Hills Town Hall (102 Town Hall Drive).
Prefer to vote on Election Day instead of participating in early voting? On Municipal Election Day—Tuesday, November 4, 2025—polls throughout Dare County will be open from 6:30 a.m. to 7:30 p.m. Remember: On Election Day, registered voters who did not take advantage of early voting must cast their ballot at their assigned precinct. To be eligible to vote, you must have lived in Dare County for at least 30 days prior to Election Day, and don’t forget that a photo ID is required.

Reminder: Operation Green Light Begins Tuesday, November 4, 2025 |
|
Don’t forget to join us in honoring area veterans and thanking them for their service through your upcoming participation in Dare County’s third annual Operation Green Light! At the October 6, 2025 meeting, the Dare County Board of Commissioners passed a resolution in support of Operation Green Light, a National Association of Counties initiative that encourages residents and businesses to honor local veterans by displaying green lights in their homes and businesses to let local veterans know they are seen, appreciated and supported.
From November 4-11, 2025, an array of Dare County government buildings and facilities will be illuminated with green lights to show our gratitude and support to the many veterans who reside in our community. Residents and business owners are strongly encouraged to join in the effort and recognize the importance of honoring all who made immeasurable sacrifices to preserve our freedom by displaying green lights throughout the week leading up to Veterans Day—or longer!
Please submit a photo of your house or business illuminated in green lighting to DareCountyPR@DareNC.gov to be featured in a presentation for local veterans that will be held on Monday, November 10, 2025.

Letters from Home: A Veterans Day Special Event

This Veterans Day season, Dare County invites residents and visitors alike to join in a heartfelt celebration honoring the brave men and women who have served our nation. On Monday, November 10, 2025, the world-renowned touring group Letters From Home will bring their high-spirited, patriotic performance to two local stages for a day of music and remembrance.
Known for their dynamic blend of classic wartime tunes infused with a witty, modern edge, Letters From Home delivers a unique performance that uplifts audiences while paying tribute to America’s heroes. Their show combines high-energy singing, tap dancing and humor in a nostalgic yet fresh style that connects generations through the universal language of music.

Senior Community Resource Fair: Saturday, November 15, 2025 |

Are you an older adult—or a caregiver for one—and searching for trusted information, services and support all in one convenient place? Don’t miss Dare County’s upcoming Senior Community Resource Fair, an informative and engaging event designed to empower older adults and their families with the tools and resources they need to live well and stay connected.
Hosted by the Dare County Older Adult Services Advisory Council, this free event will be held from 10 a.m. to 2 p.m. on Saturday, November 15, 2025 at the Dare County Youth Center, which is located at 602 Mustian Street in Kill Devil Hills.
Members of the public—including older adults, as well as their caregivers, friends and family members—are encouraged to attend the Senior Resource Fair, which aims to bring together a variety of local organizations, service providers and community leaders dedicated to supporting the well-being of Dare County’s older adults.
Attendees can explore valuable resources covering healthcare, wellness, technology and nutrition, while also enjoying numerous activities, such as food demonstrations, hands-on technology assistance, and networking with local support groups and senior-focused organizations. Participants will also have the opportunity to schedule Medicare counseling appointments with trained counselors from the North Carolina Seniors’ Health Insurance Information Program (SHIIP).
Limited transportation assistance to the Dare County Youth Center in Kill Devil Hills will be available from the Virginia S. Tillett Community Center in Manteo. Featured Video: Dare County Trails
Dare County, in partnership with Current TV, has released a new video showcasing the county’s extensive network of 90-plus trails that span from Duck to Hatteras Village to Roanoke Island and beyond, offering residents and visitors an array of opportunities to enjoy hiking, biking and paddling throughout our coastal county. The video highlights a wide variety of trail experiences, ranging from the shaded maritime forests of Nags Head Woods and the peaceful boardwalks of Roanoke Island to the open soundside views of Pea Island National Wildlife Refuge on Hatteras Island.
Viewers can also learn about local connections to the Mountains-to-Sea Trail, which stretches more than 1,000 miles across North Carolina from the Great Smoky Mountains to the Outer Banks, where it ends atop Jockey’s Ridge in Nags Head. In honor of America’s 250th anniversary in 2026, Dare County invites local organizations, businesses, civic groups and individuals to help commemorate this historic milestone by submitting events for inclusion on the Dare A250 event calendar! The A250 initiative—America’s Semiquincentennial—offers an opportunity for communities across the nation to reflect on our shared history, celebrate the ideals of freedom and democracy, and explore how the journey that began in 1776 continues to shape our communities today.
In Dare County—which is proudly known as the “Land of Beginnings”—our celebrations will highlight the local stories, people and places that connect our community to the broader American experience.
Event submissions are encouraged to align with one of North Carolina’s three A250 themes:

“Visions of Freedom” explores the ongoing pursuit of liberty and equality.

“Gathering of Voices” amplifies the diverse voices that have shaped our history.

“Common Ground” honors the places and spaces that hold our shared stories.
If your organization, group or entity is planning a race, festival, exhibit, parade, performance or other type of event that celebrates our nation’s history and heritage—or if you know of one that you think should be included—submit it for consideration today! Approved events will be featured on the Dare A250 calendar to help residents and visitors discover and celebrate the people, places and stories that make Dare County extraordinary. Meet Rosey, our Outer Banks SPCA Pet of the Week! This beautiful girl was sadly surrendered into the care of the Outer Banks SPCA after her owner passed away and the family taking care of her could not keep her. A German Shepherd mix, Rosey is approximately 2 years old and incredibly smart. She loves toys and playing fetch, and she also knows her basic commands—all she needs now is a forever home! Could that be with you?
