Public Hearing
The following public hearing will take place on Wednesday, September 3, 2025 at 9 a.m. during the Dare County Board of Commissioners meeting.
Public Hearing: Colington Zoning Map Amendment (ITEM 9) Public Hearing to receive comments on a proposed zoning map amendment to the Colington zoning map to reclassify seven parcels on Lovers Lane in Colington from R-1 Low Density Residential to a new zoning designation of R-2B Alternative Medium Density Residential.
The Dare County Board of Commissioners will hold its regularly scheduled monthly meeting on Wednesday, September 3, 2025 at 9 a.m. The meeting will take place in the commissioners meeting room, which is adjacent to the Dare County Administration Building located at 954 Marshall C. Collins Drive in Manteo.

Notable Items:
Dare County Parks and Recreation Recommendations Plan (ITEM 11) McGill & Associates will present recommendations for Dare County Parks and Recreation based on the completed needs assessment.
Harriot Street Pathway Survey (ITEM 12) Dare County has received public comment regarding the need for a pathway along Harriot Street between U.S. 64 and Groundhog Lane (Manteo Middle School). The Recreational Trails Program and Tourism Board grants may be possible funding sources to cover the entirety of the approximately $200,000 pathway installation cost. However, both grants do not fund preliminary surveying, design and engineering.

There are several ways to stay informed of the discussions that occur during Dare County Board of Commissioners meetings:
- Meetings are livestreamed on Dare County's YouTube channel and CurrentTV.org, and they are also available for streaming on-demand on both platforms.
- Videos of meetings are generally available the next day on the Dare County website, DareNC.gov.
- Local Spectrum TV customers can watch the meetings live on Channel 191 (Current TV).

Public Comment: Public comments are welcome at the start of each meeting, allowing citizens to speak for up to five minutes on any topic. Comments can be made in person at the Dare County Administration Building (954 Marshall C. Collins Drive in Manteo), or at the Fessenden Center Annex (47013 Buxton Back Road in Buxton).

Dare County’s Labor Day 2025 Closures & Trash Collection Schedule |

Labor Day: Monday, September 1, 2025
All Dare County offices and facilities will be closed on Monday, September 1, 2025, in observance of the Labor Day holiday. These offices and facilities will reopen and resume operating with their regularly scheduled hours on Tuesday, September 2, 2025.
The closures include the Dare County C&D Landfill, Manns Harbor Transfer Station, Buxton Transfer Station and Manteo Recycle Yard; however, there will be no changes to Dare County Public Works’ trash collection schedule on Labor Day (Monday, September 1, 2025).
All areas whose services are provided by the Dare County Public Works Department—which includes the unincorporated areas of Dare County as well as the Town of Kitty Hawk—will therefore operate on their normal schedule during the week of Monday, September 1, 2025 through Friday, September 5, 2025.
The Town of Kitty Hawk’s Saturday residential summer trash collection for the east side (ocean side) of the bypass will continue through Labor Day weekend and then conclude on Saturday, September 6, 2025.
Additionally, the Saturday commercial trash collection for the Town of Kitty Hawk—as well as the villages of Rodanthe, Waves, Salvo, Avon, Buxton, Frisco and Hatteras—will continue through Labor Day weekend and then conclude on Saturday, September 6, 2025.

Saturday, September 6, 2025
The Dare County Regional Airport will host a free event to commemorate the 80th anniversary of the end of World War II from 10 a.m. to 3 p.m. on Saturday, September 6, 2025, at 410 Airport Road in Manteo.
An array of World War II and modern aircraft will be on display throughout the event, which will also feature several historic presentations, a salute to local veterans, live music, antique cars (some World War II-era), museum tours, food trucks, a variety of vendors and a silent auction.
Although no World War II buildings remain at the Dare County Regional Airport, it was a primary site of training during World War II. From 1943 until the end of the war, hundreds of Navy and Marine pilots trained at the Naval Auxiliary Air Station in Manteo, and the vast majority of those pilots were assigned to carriers and land bases in the Pacific Theater. On September 2, 1945, on the battleship Missouri in Tokyo Bay, the final surrender was signed by Japan.

Thursday, September 11, 2025
On Thursday, September 11, 2025, at 8:30 a.m., the community is invited to walk alongside Dare County EMS, the Kill Devil Hills Fire Department and other local first responders to honor the lives lost on September 11, 2001.
The march will begin at 8:46 a.m., starting at the new Dare County EMS Station 1 (1628 N. Croatan Highway in Kill Devil Hills), and traveling up to the monument at the Wright Brothers National Memorial before walking back to the EMS station. Parking is available at Meekins Field, which is located at 1634 N. Croatan Highway in Kill Devil Hills.

National Voter Registration Day

Tuesday, September 16, 2025
National Voter Registration Day is Tuesday, September 16, 2025! Dare County encourages all eligible voters to ensure they are registered to vote in the upcoming Municipal Election that will be held on Tuesday, November 4, 2025 for the towns of Duck, Southern Shores, Kitty Hawk, Kill Devil Hills, Nags Head and Manteo. If you aren’t already registered, be sure to do so before the voter registration deadline, which is Friday, October 10, 2025.
Am I Registered? Check your voter registration status using the North Carolina State Board of Elections Voter Search tool by clicking here and filling out the required fields.
Voter Registration Requirements: In order to be eligible to register to vote in Dare County for the 2025 Municipal Election, you must:
- Be a citizen of the United States.
- Be at least 18 years of age, or will be 18 years of age, by the date of the 2025 Municipal Election (Tuesday, November 4, 2025).
- Have been a resident of Dare County for 30 days before the date of the election.
- Not be serving a felony sentence, including any period of probation, post-release supervision or parole.
How to Register to Vote in Dare County: To register to vote in Dare County—or to update your name, address or party affiliation—simply complete the North Carolina Voter Registration Application (English) or North Carolina Solicitud de Inscripcion Para Votar (Spanish) and return the form to the Dare County Board of Elections office, which is located within the Dare County Administration Building at 954 Marshall C. Collins Drive in Manteo. Forms can be dropped off during regular business hours (Monday to Friday from 8:30 a.m. to 5 p.m.) or placed in the drop box outside the building. Completed forms can also be mailed to: Dare County Board of Elections, P.O. Box 1000, Manteo, NC 27954. Eligible voters can also register to vote in person at a North Carolina Division of Motor Vehicles (NCDMV) office or by submitting an online voter registration application through the NCDMV website.
Voter Registration Deadline: The voter registration deadline for the 2025 Municipal Election for the towns of Duck, Southern Shores, Kitty Hawk, Kill Devil Hills, Nags Head and Manteo is 5 p.m. on Friday, October 10, 2025. If you miss the registration deadline, you may be eligible to register and vote or make changes to your voter registration—with the exception of changing your party affiliation—during the early voting period that begins on Thursday, October 16, 2025.

Dare County Public Meeting: At-Risk Oceanfront Homes |

Thursday, September 18, 2025
Dare County, in collaboration with the North Carolina Department of Environmental Quality, will host a public meeting on the topic of at-risk oceanfront homes on Thursday, September 18, 2025, from 6 p.m. to 8 p.m. at the Coastal Studies Institute - ECU Outer Banks Campus, which is located at 850 N.C. 345 in Wanchese. A virtual option is also available for those who are unable to attend the meeting in person.
Oceanfront structures in Dare County are being threatened by flooding, shoreline erosion and coastal storms, with more than 10 homes having collapsed since May 2020—and several others identified as being at risk of collapse. Dare County property owners, residents and other interested individuals are invited—and encouraged!—to attend this public meeting, where they will learn more about the issues threatening oceanfront structures; what steps federal, state and local agencies are taking to help combat the issue; and the financial options that are available to the owners of at-risk oceanfront properties.
The meeting will conclude with a question and answer session. Attendees will have the opportunity to ask questions of the National Park Service, North Carolina Emergency Management, North Carolina Department of Environmental Quality, Coastal Studies Institute and flood insurance specialists.
