Grading Review and Inspection Fees

Please note, each time an applicant submits plans for development which requires a grading permit, the Grading Review and Inspection fee will be charged. For clarification and as an example, this fee will be charged in cases where the applicant, while in mid-review, breaks out a portion, or all, of the grading work in effort to obtain grading plan approval and start grading work prior to full plan approval from all city agencies. While this practice is allowed under certain circumstances and offers flexibility to the applicant, it requires additional work by staff and requires the issuance of two grading permits for one development. Private Water Development

On August 1, 2010 NCDEQ-PWSS (Formerly NCDENR) delegated the authority and duty for permitting Extensions of Private Water Mains to Charlotte Water (CLT Water). Since this time any 2-inch or larger Private Water Main providing water service to more than one structure has been reviewed and permitted by CLT Water Staff. The review would entail the entire water system beyond the backflow preventer to within 5’ of each structure within the system.

An update in how NCDEQ-PWSS reviews and permits private systems has affected CLT Water’s private permitting process since our review process is delegated through NCDEQ-PWSS.

Effective July 1, 2019, CLT Water will permit the water system between the meter and backflow assembly only (not including the review of backflow assemblies). Mecklenburg County Code Enforcement has begun permitting and inspecting these private water systems beyond the backflow assemblies.

Backflow review/approval is still required and shall be submitted to Mecklenburg County Code Enforcement. This requirement and approval process has not changed.

Change Implications:

  • This will impact new private water plans initially submitted on or after July 1, 2019.
  • There will be no CLT Water permit fee associated with this review.
  • CLT Water now requires as-builts of the CLT Water permitted portion of the private water system including meter and backflow.
  • Mecklenburg County Code Enforcement’s inspections will be open-ditch. Their inspectors must see the pipe to verify code items such as bedding, joints, material, slope, etc.  This is a change from how these inspections were previously conducted.
  • Materials allowed may be different. Code Enforcement can only allow materials allowed by the N.C. Plumbing Code.  Previously, these materials were regulated by the state utility code.
  • Many designers/developers specify combination water meters -- these allow for both fire protection and drinking water needs to the developments through a single meter. Under the N.C. Plumbing Code, backflow protection must be provided when there is a possibility of contamination to the potable water (drinking water).  If a customer uses one of the combination meters and will also have private fire hydrants off the same water lines, then a backflow assembly must be installed before each hydrant to protect the potable water.  If there are separate potable water and fire line meters and water lines, then the private hydrant can be installed off the fire line without any backflow protection, as it is not considered potable water.

A Soil Erosion and Sedimentation Control overview seminar and Charlotte-Mecklenburg Certified Site Inspector (CMCSI) class will be held on Thursday, October 3, 2019 at SMS Catering Services, 1764 Norland Road, Charlotte, NC.

STORM WATER ADVISORY COMMISSION (SWAC) MEETING: Meetings are typically held on the third Thursday of each month at 4:30 pm at the Mecklenburg County Offices at 2145 Suttle Avenue, Charlotte, NC.

TREE ADVISORY COMMISSION: Meetings are typically held on the third Tuesday of every month at the Charlotte Mecklenburg Government Center (600 East Fourth Street, Charlotte, NC) beginning at 5:00 pm.
