November 2017
Recently there have been a number of Commercial and
Subdivision submittals of Revisions to Approved Plans (RTAPs) with minimal
description of the what has changed on the plans from the previously approved
plan set. In order to provide a more targeted review of these RTAP
submittals, we ask that designers please provide a detailed list in the Accela
on-line application of the changed sheets/plan elements in the description
box. If it is more convenient, you may create a separate document with
a detailed listing of the changes to the plan (.doc, .txt, or .pdf) that
may be uploaded to Accela as an attachment along with the revision plan
set.
In addition, please also include descriptions in
revision blocks on the various updated plan sheets to label and describe
the changed elements, along with revision clouds around what has changed
in the plan view. Please refer to 21 NCAC 56.1103(a)(7): “Any
revision on a drawing after a licensee's certification is affixed shall be
described and dated and if not done under the responsible charge of the
same licensee shall be separately certified.”
This partnership effort on the applicant’s part will help
Land Development and Planning staff efficiently process the RTAP application
and allow reviewers to more easily determine what is different about the plans
and what to focus on for the review.
