RE: Supplemental Funding for Homeless Education-Intent to Apply Application for the ARP-HCY II Grant

The OPI's Education of Homeless Children and Youth Program (EHCY) has opened an "Intent to Apply" application for the ARP-HCY II funds. These funds were allocated based on each district's Title I, Part A allocation and the number of homeless students identified in each district. Districts wishing to accept these funds and operate a program must receive a total allocation of at least $5,000. Per the federal grant guidelines, districts receiving less than $5,000 will be required to join a consortium with a combined allocation which meets or exceeds the $5,000 minimum. The OPI has created guidance on how to form a consortium and a spreadsheet with a variety of funding combinations. 

To Complete the Intent to Apply Application:

Districts will need to go back to the 2021 grant year to locate the Intent to Apply application. Create the application and open it. Complete the Contact Information tab. The district's allocation is listed on the Program Participation tab. The district will then have the option of accepting or rejecting the ARP-HCY II funds. Rejecting funds is FINAL. Funds will be reallocated to districts that have chosen to participate in the program when the ARP-HCY II grant opens. Districts with a grant of more than $5,000 may choose to accept their funds and operate either a single district program or participate in a consortium. Districts with less than $5,000 who would like to participate in this program will be required to identify the fiscal agent of the consortium that they have chosen to participate in. The authorized representative will need to run the consistency check, certify the application, and submit the application.

Statewide Consortium

Districts electing to participate in the Statewide Consortium must identify TWIN BRIDGES as the fiscal agent. Additional information about this consortium is located in the consortium guidance document. Membership in a consortium is final.

The DEADLINE for submitting the ARP-HCY II Intent to Apply application is December 3, 2021. Failure to submit this Intent to Apply application by the deadline will be considered a rejection of funds.
