Governor's Coronavirus Relief Fund (CRF) Recipients

This week, additional Governor’s CRF Per ANB funds were noticed to be distributed to some school districts. Some school districts were also notified that they were going to receive additional Governor’s CRF funds for Technology. Approximately $13 million will be distributed the week of November 23.

The Governor’s Office sent a questionnaire to all school districts in late October requesting information regarding the Governor’s CRF Per ANB funds distributed in August and the Governor’s CRF Transportation funds distributed in September. The questionnaire also asked schools if additional COVID relief funding was needed and what those needs were. We used those questionnaire responses to determine distribution of additional funding that was available.

Only about half of the school districts responded to the questionnaire. Some districts requested funding for expenses January through June of 2021. The funds are only available for expenditures through December 30, 2020. The governor’s office is permitted to distribute to $500 per student to districts without major reporting of expenditures, so the governor’s office has chosen to give schools who indicated they needed additional funding (not technology requests) an additional $79.44 per budget limitation ANB (added to the $418.56 per ANB each district received in September).  The ANB used is the budget limitation ANB from March datasheets.  Accounting guidance for these additional funds may be located at the link provided:

The governor’s office sent a questionnaire to special education coops asking if coops had need for funding for COVID related expenses. The governor’s office has allowed $2 per ANB associated to each coop who responded to the questionnaire that they had a need. Not all coops responded to the questionnaire.   Accounting guidance for these additional funds may be located at the link provided

In addition, the governor’s office was permitted to provide transportation funding and technology funding outside of the $500 per student. Transportation funding was distributed in September. This week the governor’s office will provided some technology payments to those districts who indicated an additional need on their questionnaire. Use of this technology funding is very restricted to “acquiring computers and similar digital devices”.   Accounting guidance for the technology related assistance may be located at the link provided

All CRF funding must be expended by December 30, 2020, and your district must have received the product. At this time, there is no additional funding available. It is a very tight timeline we realize, but that is what the federal financial assistance allows. All school districts have eligibility to the ESSER funds being distributed through the Office of Public Instruction. Please reach out to Ken Bailey, CFO OPI, 406-444-2562 if you have questions about the ESSER funds. Those funds have a longer timeline for use.
