In the matter of the amendment of ARM 8.94.220 pertaining to the Housing Rehabilitation and Development Application guidelines: The Montana Department of Commerce proposes to adopt by reference the updated 2025 Community Development Block Grant Affordable Housing Development and Rehabilitation application guidelines and incorporate as rules of the department.

The CDBG Program is a U.S. Department of Housing and Urban Development pass-through grant program that provides funding to communities for planning, public and community facilities and the preservation of affordable homes for Montanans. Updates to the application guidelines are intended to streamline the process for communities to apply for CDBG funds to support affordable housing efforts.
